Currently, climate change and energy shortages have become common problems and challenges that we humanity must face together, in this context, the low-carbon economy emerged as one of the main ways to combat climate change and achieve healthy economic development. Coal plays an important role in the socio-economic development of Shaanxi Province, the dominant position of energy production and consumption will not change in the short term. For a long time, due to the coal companies for their own lack of research resources circulation necessary attention and systems, the study of the development of low-carbon coal enterprises is conducive to economic growth mode transformation of the whole coal industry, and promoting the rational exploitation of coal r esources and effective utilization conducive to achieving sustainable development of the coal industry. Based on the review of domestic and foreign theories about low-carbon economy and low-carbon coal enterprises based on the analysis of the factors that influence on economic development, environmental protection, low-carbon development at three levels, using AHP constructed coal enterprises in Shaanxi Province, the extent of low-carbon evaluation system, through fuzzy comprehensive evaluation of the extent of the territory of low-carbon coal enterprises in Shaanxi Province, five horizontal comparison carried out to determine the level of the five priorities of low carbon enterprise, and two of them were typical enterprise grade evaluation, get the various elements of these two companies, and comprehensive evaluation grade rating scale, and how to achieve a low-carbon business development proposed.
