During these ten years in "Twelfth Five-Year" and "Thirteenth Five-Year", the cost advantage will gradually push the coal chemical industry in China in a very high gear. The coal chemical industry will grow heavily to the summit, especially coal to olefin industry is more attracted by the inboard and aboard inventor. National-owned company, provincial National-owned company, foreign company and private enterprise all put a large amount of capital in coal to olefin investment. It is estimated that by2015the national coal to olefin enterprise under construction or the completed will reach more than30, capacity of nearly20million metric tons per year.Many in fast grown chemical industry for the demand of these talented person is "hungry". Chemical property talent has already become a national tendency. And in five years, there must be a talent race in chemical industry in China. With no worry about the talents in past years, the energy chemical industry also feels more talent is in short supply this years. As one of these companies which produce coal to olefin, Shaanxi YanChang Petroleum, Yanan Energy and Chemical co., LTD. is also under deep pressur about talents in its project propulsion."Talents recommending","talents keeping" and "talents integrating" has become three difficulties for human resource management in the new period of the company. The company’s internal old mechanism against flexible rapid introduction of external talents, together with external competition for talent, so that the company facing a very serious talents crisis.As we all known, salary is the most important weapon to attract talents. As a result, many state-owned enterprises, provincial state-owned enterprises foreign and private companies, etc, are trying to improve their compensation management. Thus, they can get more chance and advantages in the talent race.This paper refers to lots of docements about the salary management inboard and aboard, and abstracts its main points and historical origin&analyzes its developing in the future, and visited by the research related to company.It also studies the current compensation management in Shaanxi YanChang Petroleum, Yanan Energy and Chemical company, Limited with the combined theory and method. The paper also comes up with the design proposal to give full play to the supporting function of salary strategy.
