In terms of sharp competition, the development of the tourism plays an important rolein advancing national economy. Travel agency, as the flagship of three pillars of tourism,its core competition theory provides a new perspective for us to analyze the survival anddevelopment. At the time of knowledge-centered economy, travel agency’s managementand service level reflect its core competition, which actually is the competition of humanresources. Thus, gradually travel agency development depends on human resourcesexploring, managing and applying. On the whole, Liaoning tourism development is thechallenge of new economy times; especially travel agency has no thorough system onhuman resources management, being short of training qualified personnel. Many travelagencies haven’t attached great importance to human resources; and don’t have scientificarrangement on staff recruiting and configuration, training, salary management andperformance appraisal, leading to the qualified staff outflow. Because of that, customersbecome unsatisfied and management interests decrease.According to the background above, the article will begin from the theory analysis ofcore competitiveness, indicating the importance effect of human resources management onenterprise core competitiveness. Through plenty of data analysis, Liaoning travel agencymanagement condition is appeared and problem existing in human resources is reflected.Meanwhile, the management mode necessity is pointed. Adhering to the principle ofhuman resources index system, Liaoning human resources system is established. Also thevague complex evaluation method is applied to construct the comment modes. Finally,taking A travel agency as example, in the way of analysis of its human resourcesmanagement to conclude. The article researches Liaoning human resources, guaranteeingthe qualified staff for travel agency, improving the whole quality, ensuring the sustainabledevelopment and achieving aim of increasing the core competitiveness of travel agency.
