There are vast territory and abundant resources of rich tourism resources in XinjiangProvince, but the tourism industry started relatively late, the overall management level isnot high, the tourism talent shortage, especially travel agencies lack of scientific guidancein the development and management of human resources, training and use of talents in thelow level; the importance of many travel agencies of human resource has’t been paid enoughattention, strategic planning, work on human resources development involved in jobanalysis, staff recruitment, selection and training, performance appraisal, salarymanageement, occupation career planning, lack of unified arrangements, resulting in noloss high rate of travel agency personnel, employee satisfaction is low, the operatingefficiency of travel agency is low, poor efficiency.Along with the rapid development of tourism market, tourism has become an importantpillar industry in Xinjiang economy, tourism and tourism market competetion becomesincreasingly fierce; requirements for the travel service human resource is more and more high.Travel agency as a tourism development leading, the competitiveness of the size is not thehardware facilities is to decide, is more on the management level and service quality,especially in today’s era of the knowledge economy, part of the value of human capital hasalready surpassed the material capital and become the essential factors of production andmost of the wealth of society. Therefore, travel agencies to retain key talent, reduce staffturnover rate, remain invincible in the fierce competition in the talent market; it must havegood corporate culture. But there are many problems, the travel agency human resources inXinjiang Province, these problems become the bottleneck affecting the development oftourism in Xinjiang province. How to carry on the development and management of travelagencies in Xinjiang province human resources will become the focus of the study.The12th five-year plan that Economic and social development of the important periodof strategic opportunities in Xinjiang Province. Tourism in Xinjiang has an important role topromote across the special advantage of development and long period of stability andirreplaceable, the promotion of tourism resources advantages. the tourism resourcesadvantages into industrial advantages and economic advantages to maximize, travel agencyplays a leading role., we must optimize and improve the travel agency human resourcesdevelopment level, realize the benign flow travel agency human resources, speed up thetravel agency human resources accumulation to achieve this goal.In this study, the participants of the tourism industry classification survey, analysisand research on the the Xinjiang travel agency human resources present situation,elaborateda the Xinjiang travel agency human resources development and management, targetedrecommendations and countermeasures provide a theoretical basis for the macrocontrol of the the Xin-jiang provincial tourism development and travel agency human resources development.
