In recent years, with China’s continuously improved market economic system, the national economy’s continuous development and the unceasing promotion of urbanization construction, engineering consulting market has been a boom, the engineering cost consulting enterprises play a more and more important role in the development of social economy. However, after accession to the WTO, China’s engineering cost consulting industry also began to face the international market. Therefore, facing increasingly fierce competition in the international and domestic environment, how to build the core competitiveness with the long-term advantages becomes the key to sustain the competitive advantages for the engineering cost consulting enterprises.Human resource is the first resource element and the basis of sustainable development of enterprises. Its unique value, scarcity and the character which is difficult to imitate is an important way for enterprises to win core competence. As typical knowledge intensive enterprises, engineering cost consulting enterprises should put emphasis on the importance of personnel training and human resources management in that they are useful to improve the core competitiveness of enterprises. In view of this, this paper coordinates normative analysis and combines with case studies and other research methods to widely study on the core competitiveness of engineering cost consultation enterprises from the angle of human capital management. First of all, this paper conducted a comprehensive analysis on the development environment of engineering cost consulting industry from four aspects----politics, economy, technology and society, and concluded that the talent advantage is the key to enhance the core competitiveness of engineering cost consulting enterprises. Secondly, make an analysis about the correlation between human resources management and the core competitiveness of the engineering cost consulting enterprises, and to analyze that human resource management has an effect on the core competence of engineering cost consulting enterprises. Thirdly, in the view of human resources management, discuss the ideas, methods, principles of constructing evaluation index of the core competitiveness of engineering cost consulting enterprises and put forward five evaluation index systems. At last, from aspects about the traction mechanism, incentive mechanism and restraint mechanism of human resources, this paper puts forward concrete implementation approaches.
