Research Of The Industrial Cluster Evolution And Government’s Assistance Based On Complex Network

Industrial cluster is one kind of the important economic organization phenomenon, and the industrial clusters in our country are growing fast in the past few years. These industrial clusters have greatly enhanced the development of regional economic, so the reseaches of industrial cluster evolution mechanism and process become the hot topic. Most of the clusters organize under the control of market mechanism, but social cultural background and the assist of local government also play a important role in the evolution process of industrial clusters. Social cultural background is relatively stable, while government’s assist is crucial to the development of industry cluster and worth to study deeply. How to formulate and implement the scientific policy to promote the development of the clusters, according to the characteristics of market economic and the character of the industrial clusters in different stages. This is "co-agglomeration" problem we proposed in this research. By the study of the industrial cluster evolution, it provides more pertinent guidance and inspirationin to the enterprises and the government.Industry cluster essentially is a dynamic and open complex system. It has the complex network structure. For the enter and leave of the enterprises, the industry cluster is always developing dynamically. So the industry cluster network is dynamic, and it has the typical characteristics of the complex network, such as growth and preferential attachment. Based on the concept, features and classification of industry cluster, this artical analyzes the characteristics of cluster network.Then separates government’s assistance into three sorts according to the main factors of cluster network, and studies the government policy in different stages of the industry cluster. And then the co-agglomeration model is established by using the complex network method to abstracts the complex connection of the units in the industrial cluster and the government’s influence on the cluster. It can analyses the evolution process and characteristics of the industry clusters more clearly, and the government assistance of the industrial cluster is reflected in the model. So that it can provide countermeasures for the implementation of scientific policy to the healthy development of cluster and change of economic development mode.
