With the deepening of the integration process of the world economy, the economic ties and trade between China and other countries are increasingly frequent, and China’s foreign trade has developed rapidly. According to the Chinese customs agency, China’s total import and export value has reached a new height of$3.64206trillion in2011, increasing22.5%from a year ago. Where export value reached$1.8986trillion, an increase of20.3%from a year ago, and import reached$1.74346trillion, up24.9%from a year ago, which led a trade surplus of$155.14billion, a net decrease of$26.37billion over the previous year, narrowed14.5%. The continued narrowing of trade surplus reflects that China’s trade structure is constantly improving and trade income and expenses is going to be balanced gradually. These are all the consequent of steady development of import. As in the short term, the steady development of import will be conducive to bringing trade income and expenses into a state of equilibrium, easing the pressure of trade surplus for a country. Especially in the context of the current world economy is recovering slowly, and the world situation remains complicated, it is particularly important for China to expand imports during the economic shifting period. Therefore, how to maintain the stable development of the import becomes one of the current problems to be resolved urgently.Meanwhile, some problems as trade friction caused by the protection of intellectual property rights (IPR) and the developed countries’ displeasure with China’s protection of IPR have emerged gradually along with the rapid development of foreign trade, while the relationship between the protection of IPR and foreign trade and modern economic growth has become more and more closer. Theoretically the strengthening of the protection of IPR can increase imitators’ imitation costs through reprimanding the mimic behavior of imitators in law, then effectively preventing import companies trying to imitate, restraining " hitchhiking" behavior. Thus the exporters will be able to get a higher market profit from their innovation. Furthermore, while the import country is a developing country with a huge market, low initial level of protection of IPR, and enhancing ability to imitate, this effect will be more significant, the export from developed countries will be more sensitive to the protection of IPR in import country.So it appears that, it seems to be an ideal way to keep China’s imports stably developing by optimizing and improving the protection of IPR system, easing the pressure from developed countries, finally attracting more national output from other countries.However, the international experiences told us that the impact of protection of IPR on a country’s imports is uncertain, then there is doubt that whether optimizing and strengthening the protection of IPR in China will promote the upgrading of China’s import. Therefore, this paper, based on the above international and domestic context, uses panel data of43major trading partners of China from1990to2010, to build two gravity models under bilateral trade resistance and multilateral trade resistance two different circumstances, estimating how does protection of IPR influence the import of China. Afterwards, adopting Grey Correlative Degree Analysis Method to study the correlation between different imports and the protection of IPR and economic growth of China, and summarize the direction of optimizing the protection of IPR in China. Finally, this paper reaches appropriate conclusions and proposes corresponding countermeasures, which will provide references for China to make relevant policies about optimizing and improving protection system of IPR, promoting the stable development of import and keeping rapid economic growth in China.
