Study Of The Government Mechanism In Industrial Technology Alliance

With the deepening of globalization, innovation ability becomes the important indicatorof industrial competitiveness and the national comprehensive strength. Innovation becomesan important content of competition between enterprises. Constantly improve the researchand development strength to keep technological advantages. And choosing joint innovationis an effective way to share the cost of investment and spread risk. The urgent needs ofenterprises to improve the abilities of R＆D led to the emerging of industrial technologyalliance which is the new type and efficient organization form. Industrial technologyalliances cannot develop rapidly and healthily without the government’s support, guidanceand coordination.Improving the abilities of R＆D and building an innovative country are important tasks ofour country at present stage. Developing industry technology alliance at the industry levelis government’s carrying out the strategic decisions or moves of national innovation systemand promoting production-study-research cooperation under the market mechanism, andcan be the actively response to challenges and opportunities for development in ourcountry. More governments interfere in the national innovation system in the fierceinternational competition to enhance the emerging industry innovation capability and corecompetitiveness. Well running of the government mechanism can effectively make up forthe internal defects of industry technology alliance and reduce the welfare losses caused bymarket failure. The changing in roles or ways of governmental behavior is mainlymanifested in macro-policy guidance, optimization of the innovation service system, andcreating a favorable external environment for alliances’ innovation.The world auto-industry is experiencing the transformation of power in this criticalperiod. Developing new energy vehicles is the historic opportunity of leaping in ourcountry’s auto industry. As a strategic emerging industry, new energy vehicle industryattaches great attention by the government in China. But it still faces many problems suchas the lack of core technologies, scattered input of resources, imperfect layout of theinfrastructures, the slow development of emerging markets and the blocked ofindustrialization road. Building the new energy automobile industry technology alliance topromote industry R＆D in core technology and industrialization has become the consensusof the governments and relevant enterprises at all levels. And kinds of leagues came out in our country now. Because of short rising time and the detective development, thegovernment behavior patterns around the leagues also have some problems such as theinadequate investment in the construction of external innovation environment, disabled insolving the system obstacles in alliances, the absence of playing a role of supervision andcoordination and so on. Those problems seriously restricted the capabilities of allianceplatform functions.This article mainly uses the theoretical analysis, case analysis and the method ofliterature analysis. Using the national innovation system as the breakthrough point, toanalyses our government behavior modes in the industrial technology alliance which basedon the actual situation in our country, and draw lessons from foreign successful experience.Then put forward to countermeasures to improve the function mechanism of government inthe alliances. This article can be broadly divided into four parts: the first part introducesbackground and significance of research, reviews and summarizes the literatures at homeand abroad based on relevant theories, and comes up with the problems to be solved in thispaper. The second part mainly analyzes the reasons of government’s intervention andeffects on the alliances. The third part, which based on new energy vehicles industry,analyzes the role and mechanism of government in the alliance abroad, summarized theavailable experiences to learn in our country. The fourth part, aiming at the problemswhich government’s behavior patterns show, gets the conclusions and puts forward theimprovement measures.
