Today’s society has entered the era of the first year of the green, energy saving and environmental protection as the acceleration of the search for oil alternatives, development of new energy vehicles is imperative. As the new energy automotive industry’s own characteristics, how to build industry alliances and increase competitive advantage, and thus adapt to a low carbon economy, has become an increasing focus for the automotive industry. After years of development, China’s automobile production and R&D of new energy companies are being affected by favorable for Chinese car companies; In China nation petroleum corporation, Sinopec Group, State Grid, Southern Power Grid have been great efforts to build charging network; Government car allowance,"10City,1000"project has already begun. But the industry still in its infancy, although in the ascendant, but was cut very fragmentary, not contiguous, and large research and development costs, at a disadvantage. Jilin Province as the foundation of China’s automobile industry and cultural details is deep, how to develop new energy industry, for Jilin province and even the whole China has an important meaning. Therefore, in such circumstances, the new energy automotive industry need to form industry alliances, relying on research cooperation, sharing development costs, which joined forces to seek a better form of development.In this paper, research on the basic theory and research alliances, through analysis based on industry research cooperation alliance model, define and research alliances and characteristics of the classification model, a dominant force under the proposed research alliance of different modes of selection factors and selection strategy analysis and comparison of methods using new energy automotive industry in Jilin Province were analyzed, and ultimately made the province’s new energy automotive industry research alliance model and corresponding operating mechanism. To be important findings:1. The new energy automotive industry and research alliances, and not just industry, academia, research tripartite cooperation, also involving the government, agency and other agencies. So in the mail whole all sides to cooperate with each other in mutual coordination and complement each other, the integration of resources to ensure the sustainable, effective and stable alliance of development.2. The use of comparative analysis to study the process of international research alliances, analyzing the dominant force under different modes of production and research alliances, to identify the domestic auto industry advanced new energy research alliance model draw on the experience, they both there are similarities in another direction. Therefore, in the specific mode selection and mechanism design should be a comprehensive analysis of industry conditions.3. The specific choice of the mode, choose the field of vehicles and auto parts in our province technology development center model, choose the field of lithium batteries Engineering Research Center model, under the guidance of the government to establish high-tech zones for the network-type organization chief structure is more reasonable.4. The specific operation in the Union, to a reasonable selection of partners, a clear division of labor, sharing of resources. Union in the early and maturity were mixed in accordance with law and the dividend payment method to pay for the distribution of benefits.This paper for the province and the country’s new energy automotive industry alliance model provides a theoretical and research methods and strategies of support, with positive effect.
