The United States subprime mortgage crisis and the European debt crisis becomemore and more intensified, make the global economy grow very fragile, the slowgrow economic make every company in the fierce competition. In consumerelectronics market, the new products, such as smart phone and tablet PC, constantlyeroding the traditional PC’s market, make the traditional PC manufacturer’scompetition increasing, the gross margin continued to decline, the risk appearing also,especially the patent litigation between the USA’s Apple and the South Korea’sSamsung in2012,, Let the hardware manufacturer F company fully realize that notonly need to improved their work but also need to improve their financial resist’sability and evasion other risk which not relate to manufacture.The paper is take the OEM company F as the research object, Through itsproduction analysis revealed the presence of different links of procurement inproblems involving process: the existence of loopholes in processes of purchasingprojects, and the purchasing organization lacks the elasticity, failed to take effectivemeasures to evade, caused the company to arise a series of problems. After theprocurement process for the overall planning, step by step to system solution, as wellas to the present purchasing organization reengineering, effectively solve thecompany’s problems, this paper are include:In1st chapter’s exordium, describes the research background and significance,also the research mentality and the structure arrangement in this treatise.In2nd chapter, introduce the purchase status in F company, introduce thecompany’s organization, the OEM purchase’s classification and operation, make thereader fully understand the operation mode in F company, laying the groundwork forthe next3rd chapters.In3rd chapter, analysis the problem that F company meet in current’s OEM procurement process, these problem are four: risk management oversight, the powerand responsibility not clear, the inaccurate matching between procurement andsupplier, the contradiction between supply and demand.In4th chapter are propose the solutions for these problem. The1stsolution is thenew supplier’s set up processing, the company’s liability transfer, avoid and reducethe risk that not relate to the company’s production. The2ndsolution is establishingthe3D inventory control model, it is efficiently to solve the supply&demand issueand reduce the inventory. The3rdsolution is establishing the automating PO releasesystem and standard operation processing, this improve the purchase’s accuracy, onthe other hand, it save much work in purchase, moreover, this efficient controlcustomer’s demand fluctuation. Finally is the purchasing organization structureoptimization design, defining the procurement of power and responsibility that makethe organization more flexible and resilient.In5th chapter, evaluating the result through3aspects for F company OEMprocurement process optimization implement, it proof this take good performance,and affect the next step’s optimization.Finally, get the conclusion: the OEM purchasing process optimization not onlyneed to meet company’s development strategy, but also need to have goodcommunicate with customer, getting as much support from customer as possible, sothat can achieve win-win results.
