Affordable housing construction in our country starts late, although it has alreadyformed the comparatively advanced housing security system, but due to theparticularity of China’s national conditions, policy, system, market, so far, the effectof social security system have not yet fully formed, this situation is due to the policyand law is imperfect, distribution of construction financing difficulties, caused by thelack of exit mechanism.In this paper, first of all, to clarify the concept of affordable housing, comparedwith such type on the international project analogy, pointed out that China’saffordable housing is essentially international calls "social housing". In commonsthere are two main types of housing: One is to the market and commercialization asthe leading commercial housing, the housing purchase and living is achieved bynormal currency. Another housing built by the government or public institutions formiddle and low income families, such housing is the embodiment of the governmentguarantee obligation for them.In sales and distribution of affordable housing, this paper proposed to do a goodjob in the distribution of affordable housing that really need help in the housingdifficulties of low-income people benefit. Preference to ensure construction land supply,broaden the government-subsidized housing, increase the supply of affordablehousing, improve the quality of affordable housing projects. Secondly, as governmentpopular project of affordable housing, to solve the housing problems of low-incomefamilies in has the vital significance. Strengthen the legal protection of housingsecurity system, moderately expand the housing safeguard scope, focus on the"sandwich layer" of housing security, establish and improve housing security systeminto, exit mechanism. Create a dynamic real estate information system to facilitate theGovernment to protect the housing system be adjusted according to the actualsituation. Thirdly, Broaden the housing fund financing channels, set to meet in lowand middle-income residents housing loan of housing financial support policy.At present some affordable housing far away from downtown, or peripheral is notperfect, to check in affordable housing in low-income citizens have many notconvenient. Proposed in this paper, for affordable housing, municipal infrastructureand public service facilities, must explicitly define the responsibilities for thegovernment related to the development and construction enterprises. From the aspectsof planning, approval, construction, inspection and acceptance of the good close, letlive not only in the aspect of living affordable housing security, also want to in suchaspects as education, medical treatment, traffic security.
