Financial budget management is a comprehensive and practical activity withmultiple links, as well as an international difficulty that every country faces. InChina, the tremendous and concentrated financial authority structure, and the socialpower and public right with weak restraining force are deeply influencing theperformance of financial budget management which, in other aspect, is determinedby a series of complicated social, political, economic, cultural and national factors.An optimized structural design for financial power, social power and public powerand a new breakthrough in the measures of anti-corruption are in urgent need. Whatis effective to the management of the financial budget of China? This is the key tosolve the dilemma of the financial budge management of China. Based on thetremendous and concentrated financial authority structure and the scarce socialmanagement resource, as well as the under participated public power, the financialbudget management is in sore need of an innovative form of governance. Theconstraint mechanism set up by the participatory financial budget management actson the core part of financial power structure taking full account of the long-termgovernmental financial revenue and expenditure by aid of information publication.Therefore, it will apply effective constraint on financial budget, and is an efficientmanagerial mechanism. The paper, beginning with paraphrasing the financial budgetmanagement of China, analyzes and expounds the nature and features of thefinancial budget management of China with reference to the research results on localfinancial budget management home and abroad. It investigates, analyzes andcompares the constraint conditions of our financial budget management anddiscusses the major problems existed in current financial budget management of China as well as the causes combined with the history of reform on it. The paper alsointroduces performance management and participatory managerial system, andsuggests the path of breakthrough for the budget management of China in view ofthe successful experience of advanced countries. The major contents of the paper areas follows:The introduction part expounds the reason for the topic of the essay, thesignificance of the research, a summary on the research results of home and abroad,structure of the essay, the research methods, the logical thought, and other basicissues in principle.Ⅰ. The nature and features of the financial budget management of ChinaIn China, all power of the government is rooted in the people. In fact, thesaying of “What is taken from the people is used in the interests of the people”implicates the inner logic that “people are supporting the government rather than thegovernment is supporting the people”, which means the government must take theresponsibility to people as the government is spending people’s money. The financialbudget system is a kind of promise that the government makes to the social public,as well as the specified planning for the revenue and expenditure of government, aswell as implementing control on the activities that are developing, preparing todevelop, and planning to develop or will not develop. If financial budget informationis not publicized to the society, the government will be an invisible governmentwhich will not be responsible for the people and achieve the goal of using power forpeople indeed. As the country’s master, the people are entitled to know the origin ofeach income and expenditure. The public shall have the rights to know, to participate,and to supervise the financial budget of the government. In short, the nature offinancial budget management is to supervise and control the financial power so as torealize the recurrence of the people’s right. The specific feature of the financialbudget management of China is to dissolve divergence, resolve contradictions,coordinate conflicts, and guarantee the effective factors of the right of publicacquisition, participation rights, expression rights, and right of supervision.Ⅱ. The constraint conditions of the financial budget management of ChinaBased on the tremendous and concentrated financial authority structure and the scarce social management resource, as well as the under participated public power,the financial budget management is in sore need of an innovative form ofgovernance. The constraint condition of the financial budget management of Chinaseverely restricts the full play of the performance of financial budget management.Ⅲ. The path of breakthrough for the financial budget management of ChinaTo complete the mechanism structure of the financial budget management ofChina, a multi-perspective thinking and system of the rule of law and the publicgovernance must be used. If taking social participating in financial budgetmanagement as the core, the modern financial budget management system inconceiving will effectively prevent and stop the potential opportunistic illegal use offinancial power, and then it will become an efficient arrangement for the system. Inthis level, a systematical path of breakthrough for the financial budget managementof China shall:1. explore the principle of financial budget performance management;2. push forward elaborate and legalization management of financial budgetperformance management;3. strengthen the executive force on financial budgetperformance management;4. construct participatory financial budget performancemanagement mechanism;5. explore supervision, audit and accountabilitymechanism on financial budget. Currently, the information asymmetry betweengovernment and public impedes spontaneous formation of the constraintmanagement mechanism in the public. The financial budget information shall bemade public based on participatory financial budget management to ensure that theinformation of financial activities enters into the cognitive structure of the socialpublic rapidly so as to lay the foundation for the public to start constraintmanagement mechanism and the linked accountability.In the conclusion, it is pointed out that a China’s road shall be explored onfinancial budget management so as to realize public governance. The organic link ofperformance constraint and participatory management is right responding thedilemma contained in the financial budget performance management of China,which is a way of public governance that uses multiple powers of the society to pushforward financial budget performance management. The further innovation of thenormalization on financial budget performance management needs to see through the current concrete national stations and to manage with the tangle of social moral,social responsibility of enterprises, concept of interest, business moral, legalmechanism, humanity, and integrity so as to boost the perfection of the financialbudget management of China. However, the participatory financial budgetmanagement is not a nostrum to cure all diseases; it is an indispensable “program”for China to become a country of more extensive political tolerance, more maturedemocracy and the rule of law, and a more general social justice.
