More than30years since reform and opening up, China’s economic development has maderemarkable achievements, urban per capita disposable income increased from343yuan in1978to$2011by20810yuan, per capita net income of rural residents increased from134yuan to6977yuan, the income of urban and rural residents continued steady growth. However, China’s percapita income distribution gap is further widening, the income of urban and rural residents by1978,2.56,1rose to3.31in2008:1. These data show that China’s economic growth is theaccumulation of material wealth in all walks of the unreasonable distribution. Income distributionproblem is a typical economic problems, and concerns the national economy and people’slivelihood of social problems. Comprehensive in-depth research in Jilin province of urban andrural residents income gap, to balance urban and rural economic and social coordinateddevelopment, and explore the feasible way of increasing farmers’ income, northeast area has veryimportant theoretical and practical significance.Through analysis to the Jilin urban and rural residents income distribution gap in theempirical, the results are: the10years from2003to2012, Jilin urban-rural income gap isexpanding year by year, absolutely relative gap narrowed slightly, the ratio of urban and rural percapita income has been reduced, salary income and household business income is the main sourceof urban and rural residents income and property income and transfer income in urban and ruralresidents income the proportion is smaller. Compared with the coastal developed province, theincome gap between urban and rural residents in Jilin province is more significant, and there aredifferences on income form, reflecting the Jilin province economic development level is not high,the present situation of the economy also is not big enough. On this basis, draw on Jilin provincethe influence factors of urban and rural residents widening income gap analysis. This paper holds that the factors of causing Jilin urban-rural gap is widening has the following several aspects: thedual economic structure, economic system reform, government regulation and policy factors,economic development level and the differences between urban and rural labor force factors,these factors have caused continuous widening of the income of urban and rural residents in Jilinprovince.According to above research, this article in view of the causes of the residents income gap,puts forward the countermeasures and Suggestions are as follows: overall urban and ruraldevelopment, narrowing the gap between urban and rural areas. Transfer reform center of gravity,insisted on opening wider to the outside. Provide policy support, perfect the tax system reform;Perfect social security mechanism, improve the rural social security coverage; Attaches greatimportance to the rural education, realize the education fair. To sum up, the central and localgovernment in our province should focus on changing the present situation of the incomeinequality between urban and rural areas, improve rural residents’ income, narrow to eliminateurban and rural differences between rich and poor.
