China is a large agricultural country with more than six hundred million ruralpopulation, of which issues of agriculture, rural areas and farmers have become focused.To put focus on the vital interest of farmers and strengthen the efforts on policies ofpromoting, benefiting, and enriching farmers, the government of China hasinstitutionalized Rural Minimal Livelihood Guarantee System (RMLGS) since2007.RMLGS is an important component of the Social Security System, of which is aninstitutional policy made by the Chinese government aiming at protecting the basicliving standards as well as the basic surviving rights and human rights of the specialdifficulty groups in rural areas. It is the last protecting net in the Social Security Systemfor the basic living of people. It has played an important role in benefiting people’sliving, melting people’s worry, maintaining stability, and promoting social harmony.Governments at all levels put a new premium to RMLGS. After five years’operating, the guarantee standards have promoted and more people have been includedin the system. The living standards of the special difficulty group in rural area havepromoted. However, there are problems existing during the system operating due tosome realistic factors as the complex emerging causes of the special difficulty group inrural area and the relatively low working foundations in the process of systemoperating.Applying comparative analysis, regulative analysis and empirical approaches, this paper focuses on the operating problems in RMLGS based on a rural area XingyuanTownship in Jilin province, Yongyuan Economic and Technological DevelopmentalZone. A full description of the current status and problems in RMLGS of the area willbe presented firstly. Suggestion on promoting the operating of RMLGS will be givenbased on the analysis of the problems then.
