Rural dweller lowest life guarantee system is our country social security system in the"net of last security line", its establishment marks China’s social security system furtherdevelopment and perfection. Since1996, in the rural areas in hebei province began to explorethe establishment of rural residents system; In May2005, hebei people’s government issuedthe about to establish and perfect the system of subsistence allowances for rural residentsnotice for rural residents, coverage and standard, the safeguard way, income calculation,application and approval procedures for regulation, hebei rural minimum life guaranteesystem in the full implementation of the province; In September2007, hebei provincialgovernment issued "on further perfect rural minimum life guarantee system opinion" toperfect the system of rural minimal needs to do a further regulations. This paper, from the perspective of improving security effect,by reference to relevant literature and combining with the condition of hebei province, from2005to2011in hebei province in the rural residents of the latest data, using "coverage" and"security degree""sustainability" and so on the evaluation indicators and construct the "ruralresidents salvage strength coefficient" and "rural life salvage coefficient" analysis model torural residents in hebei province in recent years system the implementation of quantitativeanalysis of the effects, and according to the analysis result into the objective evaluation thatimprove security effect should not only according to the regional economic development andconsumption conditions to develop reasonable dynamic adjustment mechanism, but alsothrough the classification ShiBao, and other ways to achieve. Hebei province rural residentsfound in the implementation of the system still exist coverage is still needed to expand,financial burden is heavy, and the low standards need to be improved, managementmechanism and the backward rural system and other security system linking sex is not strongand so on, and in view of these problems according to the situation of hebei province putsforward the corresponding improvement measures to promote rural residents system in thesustainable development of hebei province.
