Study On Construction Of The Western Rural Minimum Livelihood Guarantee System

The minimum livelihood guarantee system in rural areas is one greatest concern issue of the academic issues. In recent years, the researches on this issue have made some achievements. However, most of the achievements is only from the minimum subsistence of the abroad community support for the advanced model derived China's reform direction, and not based on what the Department and uneven development of the serious situation of the urban and rural structure, endlessly stressing coverage, strengthen legislation, and so on, not to meet the conditions of the region rural minimum living guarantee, vague and theoretical not depth enough. Chinese western regions, a wide range of poverty, weak economic foundation and backwardness social development level and some other reasons, the minimum living payments on social security have urgent needs, the basic part of life of rural residents has become a reality protection and grim issues, exploring a rural minimum living guarantee new model suit for Chinese vast western rural areas, narrowing the gap between the eastern and reducing absolute poverty play an important role. Therefore, this study based on the west, used a relatively comprehensive analysis method, to give some relevant policy recommendations to Construction of the lowest livelihood guarantee system in the western rural.The basic structure of this paper is: The first part is the introduction, mainly on issues from the social background and academic background of Chinese rural minimum living guarantee an overview of research results, and then raised the issue of this study, give the final summary of this study demonstrated the basic methods and the significance and innovation of this study. The second part is the social security system's basic theory, the study divide into social security from the ideological origins of the social security system and the direct source of the basic theory of rural social security - the cycle of poverty theory tripartite face the social security system was the basic theory expositions. Part III is divided into rural resident overview and significance of the minimum subsistence support, the paper discusses the meaning and characteristics of the rural minimum living, and then the social security, social assistance, minimum subsistence support, the western, and model related concepts were defined, and then the significance and feasibility of the rural minimum living guarantee are exposited.
