The Research Of Operating Mechanism And Policy On Research Universities’ Technology Transfer Organizations

Government invests in university research increasingly and uses the Technology and Science innovation of universities to achieve the economic growth. As an important channel of university services to society, Technology transfer which realize its commercial value becomes more important. Through Literature Study and Survey Research Method, analyze the the status quo of Research Universities’ Technology and Science innovation system in the United States, Japan and China. Simultaneously, use Comparative Study Method to analyze the reasons for the success of Research Universities’technology transfer in the United States and Japan. And make feasible suggestions to the reform of China’s scientific and technological innovation system. First, through studying the internal and external drivers of technology transfer, technology transfer organizations’structure and operational mechanism, intellectual property policy and technology transfer income distribution system in Massachusetts Institute of Technology and the University of Minnesota, probe into the similarities and differences between the U.S. public and private Research Universities’ technology transfer system. Secondly, in order to explore the roles of a series of technology transfer policy which Japanese government enacted in promoting University-Enterprise cooperation, analyze the technology transfer organization, operation mechanism, research and development activities and income distribution policy of the University of Tokyo, and confirm that the Mode of University-Enterprise cooperation in Japanese public Research Universities from the traditional informal personal networks to formal University-Enterprise Union. Again, research the TECHNOLOGICAL ACHIEVEMENTS Center of Nanjing University, including the agency’s staff, the transfer process, university policies and disciplinary structure etc. Analyze the status quo and the cause of less efficient on technology transfer of domestic Research Universities. Finally, to solve the problems of Technology and Science Innovation System in China’s Research University, recommend that the government formulate a reasonable technology transfer policies to promote the transformation of Technological and Scientific innovation, ensure the independence and the efficient operation of university technology transfer, promote the operation process of the technology commercialization effectively and work closely, and ensure that the university policies can incentive researchers and employees participating in technology transfer.
