With the development of China’s urbanization, large-scale construction projects are more and more important in the socio-economic fields today. Due to the economic externalities of large-scale construction, regulatory authorities need scientific management methods to improve the overall efficiency of the projects, especially in the policy background of building a harmonious society. Research on this field could contribute to the construction of environment-friendly and social-friendly projects.As complex system engineering, lots of subjects involves in the projects and relationships among these subjects are various. This paper firstly divided the participants into three categories; include builders, regulators and the public. Research framework is constructed based on the relationships among these three kinds of subjects.Chapter2gives a study on the status quo of environmental regulation and audit in large-scale construction, and problems in the current system have been pointed out. On this basis, chapter3studies the relationship between builders and regulators. After analyzing the content and mechanism of environmental audit, a conclusion is found that, compared to the traditional audit method, environmental follow-up audit is a better strategy for the regulators to improve the overall benefit of the projects, even if the builders could conspire with the supervision.The public is usually the final beneficiaries as well as those directly affected in a large-scale construction, the power of public plays an increasingly important role. Chapter4studies the relationship between the builders and the public. Based on the fact of the low level of public participation in the process of Environmental Impact Assessment (EIA), a game model has been built to analyze this situation and hope to find the improvement measures for the regulators. Finally, evolution process of public opinion which often leads to various public behaviors such as NIMBY is studied in chapter5. With simulation results under several evolution strategies, some meaningful strategies of public opinion guidance have been put forward for the regulators.
