At present, China is in a period of rapid development, how to develop theproductive forces, to speed up the building of a well-off society in an all-roundway, to meet the needs of people’s daily life, is the main problem we now face,the development of all these problems cannot do without science and technology,science and technology bring what depends on how the government decision.Since the founding of new China in1949, the Chinese Communist Party’s fourgeneration of collective leadership have profound understanding of the scienceand technology is the key to promote the construction of socialist modernization,is to promote social change and progress of mankind’s revolutionary forces. In60years, Chinese science and technology always adhere to Mao Zedong thought,Deng Xiaoping Theory and the important thought of "Three Represents" asguidance, thoroughly implement the scientific outlook on development, focus onimproving the capability of independent innovation, and strive to build socialistmarket economic development of science and technology system, and activelyexplore has the Chinese characteristic socialist road of innovation. Combining the national conditions of China, the starting point for the fourgeneration of collective leadership of science and technology policy comparison,review the development of science and technology of four periods of the policyenvironment and make a reasonable prospect, and on the basis of science andtechnology policy in the new period of the development of the science andtechnology policy research, the characteristics of the times very distinct, thebased on China’s realities, the timely development and plays a crucial role inadjusting the policy of science and technology.This paper is divided into four parts, the first part briefly expounds relatedcontent of science and technology policy, so that readers of the science andtechnology policy thought has a brief understanding. Historical background anddevelopment of the second part of the four generation of collective leadership ofscience and technology policy ideas to do a detailed analysis. The main contentof the third part of the four generation of collective leadership of science andtechnology policy ideas in detail. The last part is the focus of this paper, bycomparing the thoughts of the four generation of collective leadership of scienceand technology policy, to tease out the relationship between the four generation of collective leadership of science and technology policy thought inheritance,development and innovation.
