Output Analysis And Inter-district Comparison On Science And Technology In Dalian Jinzhou New Area

As the primary productive force, science and technology plays an important role for China’s modernization. Jinzhou as a typical area of Liaoning coastal economic zone, its output in science and technology research not only helps to improve Jinzhou’s science and technology policy, but also has the certain model significance to other areas.This paper firstly analyzed the relevant theories of scientific output and technology policy formulation and selection on domestic and aboard by literature analysis method. Secondly, this paper analysed the output of Jinzhou New District Science and found the problems of it. And, then has a comparison of the output of science and technology between Jinzhou New District and other cities of Dalian and discusses the influence factors of Jinzhou New District Science and technology output gap. Last, this paper gives some suggestions on the basis of scientific output efficiency of Jinzhou District.Although Jinzhou District attached great importance to scientific and technological achievements, but there also has some shortcomings in the investment policy of science and technology achievements transformation, by study of Jinzhou New District Science and technology output. Problems of insufficient investment in science and technology and structural imbalance, and the output of the lack of stable growth mechanism, management mechanism is not perfect, making it has a wide gap between Jinzhou New District and other cities of Dalian in quantity and quality.Therefore, in the formulation and implementation of the future of science and technology policy. Jinzhou New District should take care of its own previous and other city’s development experience, to improve its science and technology policy. First of all. we should increase the investment in science and technology and optimizes its structure. Secondly, we should improve the scientific output and optimize the structure of investment. Thirdly, we should reform and improve the science and technology investment budget management mechanism. Lastly, we should attract and retain talents.
