A Comparative Study On The Development Of Science And Technology Service Industry Between Tianjin And Beijing And Shanghai

With the service economy arrivaling, service industry has become the leading industry sector in the national economy. The Science and technology service industry, which comprehensive uses modern science and technology knowledge, modern technology and analytical methods, experience, information and other factors to provide intelligence services to the emerging industry, develop rapidly. It has become a major force to promote the rapid development of service industry and enhance regional competitiveness. As a result, Science and technology service industry has attach great importance by the governments all over the world. As the three municipalities, Beijing, Tianjin and Shanghai are facing the opportunities and challenges brought by the arrival of the service economy, and the transformation from the scale expanding to the functional developing. However, due to the level of development, the target location, industrial structure, etc, the development of science and technology service industry and the improvement of the comprehensive service function of the city and the comprehensive competitiveness of the region are also different, there are also similarities and differences between each cities for themselves to improve the Comprehensive service function anh the Comprehensive competitiveness. Therofore, the comparative analsis between the Science and technology service industry of Beijing, Tianjin and Shanghai will make all cities finding out problems and learning from each other, it will also be of great significance to promote the rapid development of the Science and technology service industry in our country.Based on this, this article will start from the seaching for some related theories, and then compare the present situations between Beijing, Tianjin, Shanghai from three aspects including the macroeconomic policy level, industry level and enterprise level. Based on these, this article will compared and analyse the efficiency of the development and its influencing factors by useing the method of DEA-Malmquist index and Tobit. At last, the article will point out the problems of Tianijn’s development of Science and technology service industry and give some measures and suggestions based on the devolopment expriences in both Beijing and Shanghai。 Studies suggest that the factors affecting the development of Science and technology service industry are GDP, government expenditures, R & D investment, the proportion of secondary industry, import and export.
