Innovation has been hot spot of modern development, and has been paid much more attention by national officials and researchers in the world."Enhance China's capacity for independent innovation and make China an innovative country."It is put forward at the 17th National Congress of the Communist Party of China, as the core of our national development strategy and a crucial link in enhancing the overall national strength. City, as the carrier of national and regional competition, need to be made a deep study under the circumstance of intensive economic competition at present.Urban innovation is embodied by its science and technology innovation capacity in great extent. Therefore, it is of great value to compare urban science and technology innovation capacity both in theory and practice. By comparison, we can be with bettter sense of each city's science and technology innovation level and respective superiority and weakness. Moreover, it is benefical for government officals to find problem in time, and take corrective action in policy control accordingly by learning other cities'experience.Based on regional economy and innovation theory, an index system is established and a combination model is constructed by integrating multivariate statistics method and complex index method with fuzzy Borda method tocompare urban science and technology innovation capacity. The combination model combines subjective method with objective methods, which can make the comparison of science and technology innovation capacity among cities much more scientific and rational, as well as more practical value. On the basis of collecting a great quantity of research data, the combination model is applied to the reality analysis on domestic 20 large and medium-sized cities including Tianjin. Each city's capacity status on science and technology innovation has been got, and the result fits for actual situation.According to the result obtained by combination model, Tianjin is compared with other domestic cities on science and technology innovation capacity and get its superiority and weakness of science and technology innovation environment, innovation policies, input intensity, quantity and quality of output, high-tech technology industrialization development. Based on the above analysis, the measurement to enhance the science and technology innovation capacity in Tianjin is put forward, which is to assure the demand to science and technology innovation in the economic development of the "11th Five-Year Plan" period.
