| Abstract:With the rapid economic development, the enterprise’s production level has been greatly improved, and they have created a great deal of material wealth for human. While the traditional model of production as "high consumption, high emission and high pollution" also brought serious pollution and destruction to the environment, and environmental degradation is increasing badly. Environmental issues have gradually developed into a global problem. So the development of low-carbon economy has come into being. It’s an important mode of circular economy and sustainable development of the energy, a evolution model of economic development from high-carbon energy to low-carbon energy and a inevitable trend which is based on low energy consumption, low emission and low pollution.Alumina enterprises in China belong to the tipe of resources, capital and labor-intensive. It depends on the quality and quantity of the mineral resources. Alumina-Bauxite resources in China is characterized by high alumina, high-silica, low iron, difficult to be insoluble and in exploitation, low-grade resource,and so they have increased the pressure on energy conservation of China’s alumina enterprises; alumina production is also one of the energy-hungry of non-ferrous metals, and from the point of structure and the quantity of the current energy, production technology of the equipment, high power tariffs, energy shortages; low level of production automation, industrial technology and equipment, low efficiency in use, all the issues become increasingly obvious and restricting China’s economic development, especially the development of the alumina and other non-ferrous metals industry, making China’s alumina production costs far lower than developed countries, and could not catch up with the grobal market.Therefore we have to build up the Model&Analysis of Comprehensive Cost-Benefit in Low-Carbon Production Model for Alumina enterprises in China, base on the the conclusions of the model, carefully analyze and identify the key factors affecting China’s alumina enterprises’ comprehensivecost-effective in low-carbon production and make it improved, thereby to enhance the low-carbon production level of our alumina enterprise, to improve their overall cost-effectiveness,and realize the harmonious and sustainable development between the environmental resources and economic social, finally to enhance the international competitiveness of China’s alumina enterprises.Based on the context of calling for a global low carbon economy, and on the features and advantages of DS evidence theory and the BP neural network and their latest research results, this paper established the Alumina enterprise index system and the Model&Analysis of Comprehensive Cost-Benefit in Low-Carbon Production Model. The index system and the model have good practicality and effectiveness. It can effectively relive the problems of alumina enterprise’Low-carbon production level evaluation from a new angle, and offer a useful analytical tool and decision support to the development and implementation of low-carbon development strategy for the alumina enterprise. |
