Research On The Problems And Countermeasures Of Government Contract Governance In The PPP Mode

With the development of the national economy and the constant expansion of the city, government alone cannot meet the huge funding gap of the municipal utilities and urban infrastructure construction and development. In addition, the diverse and dynamic characteristics of the public demand needs government departments to respond to the efficiency and quality of public services. In this context, the PPP mode is adopted by the governments of all ages. PPP becomes an effective way to solve the shortage of government funds and improve the quality of public services.In the PPP mode, government departments and the private sector forms a partnership. Both sides signed a contract to clear the rights and obligations of each other to ensure the successful completion of the public program. The use of contract makes the public-private cooperation of both sides to form a kind of contractual relationship, namely the contract relationship. Therefore, the PPP mode means the government governance mode changes from the authoritative governance to contract governance. The PPP mode is about government contract governance issues in essence. In other words, the PPP mode can play its rightful economic and social value only if the government could effectively carry out contract governance. Therefore, this paper is targeted for the contract governance under the PPP mode.Firstly, this paper illustrates the background and significance of the research, defines the related concepts, gives a summary of the relevant literature, then puts forward the research question. Secondly, explains the theoretical basis of this research and the practical basis of this research based on the practice at home and abroad. Thirdly, this paper explains the characteristics, advantages and effectiveness of government contract governance in the PPP mode, analyzes accountability of government when government implements contract governance in the PPP mode, presents the situation and the existing problems of this research, and then makes an analysis about the cause of the problems. Fourthly, puts forward the countermeasures and suggestions for the problems. Finally, elaborates on this research through case study.
