Research On Budget Examination And Supervision Of Local People’s Congress

Budget examination and supervision, is an important powers of the Constitution and the law of the local People’s Congress and its Standing Committee.Along with the development of the system of public finances,it’s becoming more and more important to strengthen the budget examination and supervision of the local People’s Congresses. In last few years, local scholars pay more attentions to study this lesson. But most studies lay particular emphasis on one problem such as the ways and means, the reform of public budget, construction of legal system. It’s relatively rare to analyze the problem by taking individual case.This paper takes the people’s congress of Cangnan county in Zhejiang Province as an example, first expounded the organization, powers duties of local People’s Congress,and Legal basis, principle,the main forms and procedures of budget examination and supervision, then sum and review the budget supervision practice and innovation of the people’s congress of Cangnan county in recent years, and parse the current budget supervision predicament of the people’s congress of Cangnan county, and finally explore how to strengthen the budget examination and supervision of local people’s congresses, looking for some strategic suggestions, in order to reference for the local people’s congresses at all levels.
