Study On The Supervision Of The People’s Congress At The County Level Financial Budget Changes

In the people’s Congress Supervision perspective, this paper starting from the identification of the concept of budget changes and supervision of the National People’s Congress,Then look for the connection between the two. Research and analysis the existing problems of unregulated budget changes due to the people’s Congress supervision and in-depth analysis of its causes. combined with the present situation of the county budget as the background,the reform of the international experience for reference,and summary the previous experience and lessons,so as to get the suggestions to enhance the National People’s Congress supervision on county budget changes.First of all, the article pointed out that the background and significance of the proposition research. And then author constructed the basic ideas and framework of this thesis. In addition, through the literature review, in-depth I have explored the relationship between the people’s Congress supervision and fiscal budget changes in depth. Thus what I have done provides the idea of guiding and reference basis for the article in the following research.Secondly, during the based theoretical research, the article considers the interaction relationship between the fiscal budgetchanges andpeople’s Congress Supervis ionbased on the principal-agent theory and the theory of public finance. then further the two important concepts which is the budget changes and the supervision of the people’s Congress were studied, and make the scope of the definition clear.Thirdly, the essay analysis the present situation of the budget changes in xx county. Which including the basic situation, budget reform pilot, and the fiscal income and expenditure situation during 2012-2014 in xx county. Then summarize the trend and analysis the causes according to the data of the three years, and the present situation of the county budget changes are analyzed.Finally,we need to fix on solving the problem and make the suggestions. Thus provide guidance for our people’s Congress Supervision in our county to strengthen the supervision on budget changes. And briefly summarizes the full text.
