The Improvement Path Of Public Budget Supervision

It is very important to improve the public budget supervision, the budget review andsupervision right of all levels of People’s Congress and its Standing Committee is animportant statutory authority given by China’s constitutional Law. People’s Congressconstitution is one of the most important constitutions in China, which plays an importantrole in our country. The People’s Congress Budget Supervision is the behavior of People’sCongress and its Standing Committee in accordance with the provisions of the Constitutionand relevant laws, supervise the preparation of the draft process of the government budget,the budget report and the draft budget prepared by the Government for examination andapproval of Democracy, the activities of the Government’s implementation of the budgetsupervision and inspection. Now,the People’s Congress monitoring constitution of budgethas made remarkable achievements, however there are also many things to improve. Forexample: the current legal system is not perfect, the transparency of the government budgetis low, the budget system is not scientific. The problem has a negative impact on the workof People’s Congress’s supervision of government budget. Therefore, we use game theoryto analyze the supervision of government and provide some policy recommendations.The paper is structured as follows:The first chapter is the introduction, including topic background, topic significance,research methods.The second chapter is the theoretical analysis of budget supervision, including thedefinitions of budget, budget supervision, and budget supervision of the People’ Congress.We can also learn the principal-agent theory in this chapter.The third chapter is the game theory analysis of budget supervision. We analyze thethree parts by game theory. What we get in the above research is the theoretical basis of thepolicy recommendations.The fourth chapter is the problem in the People’s Congress’ budget supervision. Thecurrent legal system is not perfect. The transparency of the government budget is low. Thebudget system is not scientific.The fifth chapter is the policy recommendations to solve the problem. According tothe game theory and the problem, the paper provide some recommendations: improve thelegal system, strengthen the budget supervision, improve the budget transparency.
