Performance evaluation is the core of human resources management functions, which is one of the human resources management powerful means of performance evaluation methods. There are many kinds, each one of the assessment method has it’s advantages and disadvantages. To R&D team, the key is to find a suitable for the development of the evaluation.In this paper, attempt to use the BSC theory which stand on the basis of previous studies, combine with the R&D department and personal characteristics, to construct a set of practical, effective performance evaluation index system. In1992, the Balanced Scorecard was put by Harvard Business School professor Robert S Kaplan and the revival of global strategy group CEO David P Norton through the one-year study of12enterprise in the leading position in the performance evaluation, it is the "evaluation of a revolutionary and management tool, the Balanced Scorecard broken only focus on financial performance management method on the traditional, set out from enterprise strategic management, to determine the evaluating indexes from four aspects:financial, customer, internal measures, learning and continuous improvement. As a cutting-edge, new performance management tools and management thinking, has been widely used in the world all walks of life.This article first introduced comprehensive the overview on performance management and balanced score card, including relevant definition, meaning and function, general work about performance management, outline the balanced score card and the related use, which is an objective to the theory of the development of the status quo.Then introduce the R&D team of d company, including the organizational structure, operation management and analysis performance management of D company and particularity of R&D team; what’s more, the paper detailed demonstrates the implementation of performance management problems and produces in system. In the analysis of the status quo, on the basis of research and development team to apply a new performance appraisal for the D company relevant application, design thinking on the performance management system.The new performance management system to D company R&D team, should pay attention to the question of the result and performance of the specific application. The implementation of performance management system should pay attention to the problem of the study and successful performance management of the elements, which guarantee the proposed implementation of performance management system, such as the company senior managers’ support and guidance, the implementation of security and strengthen the training of propaganda, etc.Conclusion is the text of a comprehensive summing up, and that performance evaluation and the management of R&D team, the central role in the control, organization to implement the strategic objective of effective control. At the same time. always out of the conclusion and the outlook about future research.This paper not only enrich the research on the balanced scorecard, and for researchers, construct new ideas for its performance appraisal system, to combine theory with practice, has the certain reference value to the research of performance management and business practice.
