Research On The Development Of Enclave Economy In Shandong Province And The Policy Support

The main disadvantage of the pattern the feudatory economic revealedgradually in last several years. In the process of economic development,some places preferred to seek local interests to ignore the overallinterests and social benefits. Therefore, when their economic developedto a certain extent, they would encounter the bottleneck of developmentand little room had been left for the development. We had to convert theperspective of economic development from the feudatory economy to thecoordinated development of regional economy. So we found the enclaveeconomy that could maximize the benefits between the two regions and makea double-win.Considering the specific circumstances that the YellowRiver delta efficient ecological region and the peninsula blue economicregion had the state standing behind them, the development of the enclaveeconomy would be of great significance for the Shandong province. Theywould mainly manifest in industrial transfer, restructuring and regionaleconomic integration and so on.This thesis is divided into five parts. The first part is anintroduction which is mainly introducing the background and the greatsignificance of the research, the progress of the research on the enclaveeconomy, the research framework, and giving an exposition of the researchfrom an overall perspective. The second part is about the theory and thedevelopment pattern of the enclave economy and practice from both domesticand abroad. Firstly, it gives an introduction to the theory of the enclaveeconomy which contains growth pole theory, advantage comparing theory,industry transfer theory, symbiosis theory. And it also makes anexposition of the role of these theories in the development of the enclave economy. Secondly, it summarizes the practice at both home and abroad indevelopment of the enclave economy. Finally, it introduces thedevelopment pattern of the enclave economy from the perspective of thefunction of the enclave, the managers and reasons for the formation whichis divided into the policy and development.The third part is mainly about the empirical analysis. Firstly, basedon the reality of the Yellow River delta efficient ecological region, wedraw a conclusion that it is appropriate for developing the enclaveeconomy with the SWOT analysis method. Secondly, it analysis the necessaryconditions for the region that accept industrial transfer, and takeHongyun area in TianJin as the region where the industry transfer andQingyun, Leling and Wudi County as an alternative to the region thataccepts industrial transfer as an example. It analysis the geographicallocation, the economic foundation, the cost and the ecologicalenvironment in the region that accept industrial transfer, and quantifiedthe geographical location as data. It calculates the objective weight ofeach index with the method of entropy weight and confirms the subjectiveweight of each index with the AHP data analysis, and it combines theobjective weight and the subjective weight in order to evaluate criterionweight. Then it uses the gray evaluation method to confirm the best choicewith the way that calculating the correlation coefficient between theoptimal solution and the alternatives. It comes to conclusion that thebiggest correlation coefficient is0.7653in Qingyun County, therefore,it is more suitable as region that accept industrial transfer. Finally,it confirms the transfer of industry and takes Dezhou and Tianjin as anexample. It selects the structural similarity coefficient to confirm it,but the structural similarity coefficient in the second industry and themanufacturing is quite low. So it chooses the leading industry as a measureof how to confirm the transfer industry with the principle of the ecological priority andrational utilization of soil water.The fourth part is the policy support for the development of enclaveeconomy in the Yellow River delta efficient ecological region. Thenecessary process of the development of the Enclave economy is to makesure about the region that accepts industrial transfer and the transferindustry. In this process, it needs the support and guidance of thegovernment policy in the macro level. This paper summarizes the existingpolicy about how to develop the enclave economy. But it is mainly aboutthe policy of land and tax in a narrow range. Therefore, this paper putsforward the new policy from the view of infrastructure, the talent, theland planning, the environmental protection, the financial and monetaryand the social security in order to offer advice to the development ofthe enclave economy in the Yellow River delta efficient ecological region.The fifth part is the epilogue of the paper, it summarizes the mainconclusions of the article and puts forward the prospects for the futureresearch.
