Taking Laiwu.ShanDong as a example,with the effectively implementment of policies to aid agriculture and benefit farmers and the enlarging investment for "three dimensional rural issues "by all levels of governments, a good development trend has been shown in the rural economy from the economic indicator in the first half of2012,however, the demand gap for rural credit funds and financial service has limited the whole development of economy of the rural economy. To learn the development of rural financial markets and services, described in this terms of four aspects from the set of bank outlets, agriculture funding, rural payment environment and rural credit system construction. So, this term objectives evaluation of the status of China’s rural financial services. Based on large amounts of data to elaborate on the problems of the rural ecological environment, such as the low coverage of bank branches, the uneven distribution; bank credit funds deviate from the " three agriculture ", credit products can not meet the demand; payment and settlement infrastructures in rural areas are backward, and charge highly, publicity is not full; rural credit information market are seriously absent. In allusion to the problems, we offer such resolutions to increase the number of rural financial institutions with rationally layout and complete functions,to lead the agricultural financialinstitutions and develop rural credit market and perfect rural secured credit mechanism,to accelerate rural payment network infrastructure and enrich the bank card function,to construct the rural credit system and incentive, punishment,trustworthy and risk sharing mechanism. Currently, the development of China’s Rural Financial is experiencing a historical transition faced with many challenges and new development opportunities. It has significance in balancing urban and rural development and adjusting economic structure rapidly and building a New Socialist Countryside.
