Research Of Identifying Important Industries And Critical Areas Based On Input-output Analysis

State-owned economy revolution has entered the phase of strategic layout adjustment. The first priority of this adjustment is to identify industries and areas in which state-owned economy should have controlling force, influence and driving abilities. In other words, important industries and critical areas should be defined and identified. The analysis of this problem will shed light on the theoretical support for vertical process of state-owned economy revolution, as well as the final success of revolution. What’s more, it will supply theoretical support for the scientific layout of state-owned economy.The extant researches are few about important industries and critical areas, if any are mainly qualitative analysis and description. From the perspective of system thinking, this study constructs selecting criteria of important industries and critical areas based on the current industries layout. Then, using these criteria and input-output analysis, this study selects important industries and critical areas and validates this selection using complex network analysis. The main conclusions of this study includes:1. Selecting criteria are specific function criteria, industrial linkage criteria, technological progress criteria, economic scale criteria and maturity criteria.2. Constructing index system of important industries and critical areas, including gross output index, industrial linkage index, economic effect index and technical progress index.3. Applying data of input-output in China, this study selects specific industries that affect the lifeline of economy and homeland security.4. Different industries have different effects to the industry network so that state-owned economy has different focuses.The innovations of this study includes:1. Processing a systematic analysis of important industries and critical areas that are important to the lifeline of economy and homeland security.2. Exploring and constructing five criteria of identifying important industries and critical areas, this study support scientific tools for quantitative analysis. And then important industries and critical areas are selected based on these criteria.3. From the perspective of methodology, this study combines input-output analysis and complex network theory, explores to construct identifying system and overcome the subjective of previous studies in some extent. So that make the identification of important industries and critical areas more accurate according to different time and regions.
