Research On The Influence Of Trade Protectionism On Jinxiang Garlic Export

The financial crisis in2008gradually spread to all over the world, and the global economy is in recession, many countries fall into debt crisis. In order to maintain political and social stability, many countries around the world carry out a lot of bailouts and economic stimulus package, and trade protectionism is rising. Compared with traditional trade protection, new trade protectionism has been adopted by more and more countries, because it looks more reasonable and covert.Because of its special role in the development of economy, agricultural products become the most influenced area for many countries implement trade protection. The agricultural export products in Shandong ranks first in the country for many consecutive years, but animal and plant health inspection and quarantine standards, food standards, trade protection measures such as technical standards become the biggest obstacle to agricultural export products in Shandong province. Garlic, being as one of the main agricultural export products in Shandong province, faces many challenges. Jining is main growing areas of garlic, especially in Jinxiang for its garlic is well-known. With the garlic export trade in Jinxiang continuously expanded, garlic and its products enjoy a certain reputation in the world, but there also exists some problems that should not ignore. Such as, garlic exports faced technical barriers, foreign SPS measures, the insufficiency of ability in product deep-processing, and the export products were vulnerable to foreign anti-dumping investigation, etc.In recent years, with the increase of food safety crisis, such as dioxin, bird flu. mad cow disease, poison milk powder, foot and mouth disease, people’s food safety consciousness is growing. To protect the interests of consumers, many countries implemented stringent import food inspection standards, which make the export of garlic faces some new challenges. At the same time, food safety, diversified garlic demand is the trend of times, the improvement of quality standards, the increase of garlic product technology and its added value to meet different consumer demand, is the inevitable trend, and it is a great opportunity lor China to occupy the international market.From the perspective of challenges and opportunities, this paper is to study the influence of protectionism to Jinxiang garlic export trade.Through the question of Jinxiang garlic production enterprises, we ould understand the details of Jinxiang garlic production process compare and analyze the problems and reasons in Jinxiang garlic exports. After reading the related literature at home and abroad,using learned knowledge of international trade,and on the basis of the analysis in the export enterprises,industry associations and government functional departments to promote the export of Jinxiang garlic.This paper is divided into six parts: the first part is the introduction, explained the background, research significance,research methods and structure. The second part is the theory summary. I reviewed the theory of trade protectionism and its new development and make a rational analysis of SPS measures, and research status of agricultural products exports both at home and abroad.; based on the current situation of China garlic export.1summarizes the problems in Jinxiang garlic export and analyze the cause of the problem. The fourth part, the paper analyzes the technical barriers in garlic’s main export countries and regions, combined with the diet of people and compared with the existing of garlic products in China inspection and quarantine standards, to find the challenges and opportunities that exist. The fifth part, on the basis of above analysis,1want to put forward some suggestions on Jining garlic export trade development from the perspective of enterprises, inspection and quarantine departments, the government and related association. The last part is the summary of the article.
