| According to the18th national congress of CPC report, the overall layout of socialist cause with Chinese characteristics will change from "4-in-one" principle to "5-in-one" principle, adding echological civilization construction to the original4basical principles: the economic construction, political development, cultural construction and social development. And it is clearly pointed out that China will enhance the development of green, recycling and low-carbon economy, thus to form a new production mode, a new industrial structure and a new life style which are conducive to resource saving and environmental protection so as to build a beautiful homeland.Under this background, SIP actively practices the idea of low carbon and green development through innovating, guilding and increasing input in areas of low carbon buildings, low carbon communications, low carbon industry, low carbon encouraging policies, low carbon life style and low carbon phylosophy cultivation, and it has achieved some good results.This paper, taking SIP as an studying sample, based on researching references at home and abroad, through inspecting the historical carbon emission data from2005to2010and arguing and forcasting carbon emission scenarios from2011to2020, analyses the path and process of carbon emission in SIP, and, by a production and consumption based method to build SIP carbon emission inventories, through further researching on emission reducing potential and input costs in emission reduction technology, various industries and sub-industries, it also analyses cose-benefit. On the above scenario analysis, his paper finally concludes with the roadmap of SIP low carbon development.This research can provide SIP essential data and scientific developming path in dealing with climate change and developing low carbon economy during the "12th Five-Year plan" or even further period. Through readjusting industrial structure, carrying out energy-saving and emission reduction demostration and promoting daily life energy-saving, SIP has realised an effect of9%decrease of carbon emission. All these are key action essencials that enable SIP the pioneer in developing low carbon economy national wide and are worthy of studying by the other industral parks. It also provides an action template and research methodology system for the other industrial park alike in developing low carbon in the future. The conclusion of this research will provide both theoretical base and data base for th low carbon development of the local government and the policy making and action guidance of energy saving. |
