| Transformation toward circular economy is a concept with Chinese characteristics.It is under the guidance of circular economy conception,realizing the energy cascade utilization by establishing the channel of matter,energy,and information circulation among enterprises of the industrial parks,and transforming the traditional industrial park into a green,low-carbon and circular one by optimizing industrial symbiosis system.The implementation of transformation of industrial parks toward circular economy is an effectual method for transforming the economic development pattern,improving resource utilization efficiency,economic and eco-environmental benefits,and realizing the sustainable development of industrial parks.Under the structural reform of supply-side,transforming extensive economy into intensive economy and reducing excessive dependence on resources have been required to develop low-carbon circular economy.Therefore,this paper takes multidimensional measure in the process of transformation toward circular economy for coal-based industrial park,(1)calculates the resource utilization efficiency,environmental efficiency and ecological economic efficiency,expounds the development path of circular economy and the main approaches to improve the ecological economic efficiency.(2)builds a life cycle assessment model and analyzes the environmental effect on the whole production process of the industrial chain “coal-methanolpolypropylene”,explores the distribution law of environmental effect in process of transformation toward circular economy,proposes seven ways of transformation toward circular economy based on the construction of industrial symbiosis system to the production process which causes the strongest effect on the environment,and conducts symbiotic performance analysis for the ways.(3)addopts data envelopment analysis and Malmquist index model to calculate the comprehensive efficiency and total factor productivity of 41 industrial parks,quantifies the efficiency of transformation of industrial parks toward circular economy,attempts to propose countermeasures and suggestions for transformation of industrial parks toward circular economy,based on the above analysisThe main conclusions of this paper are:(1)The results of multi-integration efficiency measurement show that the resource utilization efficiency,environmental efficiency and ecological economy efficiency of Huating industrial park present ascendant trend.Of which the resource utilization efficiency is gradually approaching to the ecological economic efficiency,contrary to the environmental efficiency and ecological economic efficiency.According to the relationship among the resource utilization efficiency,environmental efficiency and ecological economy efficiency,improving the resource utilization efficiency is the main approach to increase ecological economy efficiency of the industrial park.In addition,Granger causality tests shows that the growth of per capita GDP increases the ecological economy efficiency,while the improvement of ecological economy efficiency would help to increase per capita GDP in turn.(2)Through introducing the software GaBi6.0 into life cycle assessment of coal chemical industry china,it finds that the methanol production process causes the strongest effect on the environment,especially its carbon dioxide emission.According to the life cycle assessment model,seven ways of transformation of industrial parks toward circular economy are proposed,based on the construction of industrial symbiosis system.The results of symbiotic performance analysis show that through carrying out transformation toward circular economy and path optimization,the energy consumption,environmental effect of global warming,environmental effect of acidification and environmental effect of eutrophication can decreased by 9814.98 TJ,130.79 million tons,4183.5 tons and 22.2 tons,respectively.Through the model preprocess analysis,transformation of industrial parks toward circular economy has contributed to improve resource and energy utilization efficiency,desrease waste discharge,as well as reduce the adverse environmental effects in process of industrial park construction and operation.(3)Using data envelopment analysis and Malmquist index model,it calculate the comprehensive efficiency and total factor productivity of Huating and other 40 industrial parks in China.The results show that although the pilot construction of transformation of industrial parks toward circular economy brings a promotion of the comprehensive efficiency and total factor productivity,its resource utilization efficiency is very low from 2011-2015,which means there are still many needs to be improved from resource configurations,park management,and comprehensive utilization of resources,etc. |
