With the problem of climate change and energy supply becoming severer, a majority of countries have great expectation on renewable energy industry development to find the solutions. While renewable energy industry has problems like high cost and technical problems in the initial stage in the development as well as problems that emerge in higher development stages. The basic reasons for these problems are lacking market mechanism or market failure. So the government need to formulate relate policies to solve these problems.This paper is aiming to find guidance for formulating renewable energy policy of our country by making research on the evolution of the international renewable energy policy. The paper studies on the policy release frequency, policy instrument, policy target of the international renewable energy policy from1974to2012. According to the characteristic and law of the evolution of the policy,I divided the evolution process for three stages:primary development stage (before1990), rapid expansion stage (from1990to1999), and gradually perfect stage. On the basis of the research on evolution process, the major influencing factors of the policy evolution are resource endowment and energy security, economic development model and situation, zoology and climate change crisis. With the dual function of restrict and impellent of these factors, renewable energy policy formulation should pay attention to price mechanism. R&D policy deign and policy predictability. According to the analysis above and the development status of renewable energy policy of our country, the paper gives some advice for policy adjustment.
