Study On Poverty Reduction Model Case In The Minority Nationality Areas Of The West China

In our country,poverty problem has been a great barrier which prevents social construction from being harmonious and common enrichment at present. The phenomenons especially existed in ethnic groups in the west of China. in recent years, after supporting from local governments and receiving help from our state, the project of anti-poverty in ethnic areas had the huge achievement.Totally speaking, the poverty population was in decline, but in some area especially the poor population showing a shift from absolute poverty to relative poverty.so the discussion and argument of specific nation region has a certain practical meaning and theoretical significance.this paper based on the example of Mabian Yi Autonomous County.By making reference to the relative poverty alleviation work experience and theory on the basis of research achievements,first of all,this article investigates and analyzes the impoverished present situation and government poverty relief in Mabian Yi Autonomous County. Secondly, based on the analysis of the current mode of implementation of poverty alleviation and development in Mabian Yi Autonomous County,it builds alleviation and development comprehensive evaluation index system including4first-level evaluation standards and14second-level evaluation standards and uses analytic hierarchy process carries on the quality synthetic evaluation to the county poverty relief effect by constructing the model of Mabian Yi Autonomous County poverty effects analysis index system.Finally,based on the comprehensive evaluation of the results,the article proposes recommendations targeted poverty alleviation and development of Mabian Yi Autonomous County.This article after using three scientific study methods namely comparison analysis method,quantitative investigation method and qualitative investigation method,draws the following three conclusions.Firstly,The current Mabian Yi Autonomous County’s impoverished present situation is unoptimistic.It mainly displays narrow source of farmers’ income in the economic poverty, poor infrastructure in environment poverty,low quality of the population in cultural poverty. Secondly,It uses analytic hierarchy process carries on the quality synthetic evaluation to the county poverty relief effect by constructing the model of Mabian Yi Autonomous County poverty effects analysis index system.From the comprehensive evaluation index,Mabian Yi Autonomous County helping the poor effect is ordinary.Poverty alleviation and development work in reducing poverty population and alleviate the effects of poverty are more prominent.However,in promoting sustainable economic development and improve the lives of farmers, the effect is not significant.Lastly,Next poverty reduction work should stick to "improving the regional economic sustainable development capacity and increase the poverty alleviation and development efforts" dual mandate objectives.
