Food safety is related to people’s health, life safety, as well as the government and the country’s economic development, social stability and identity. Recent years, China’s food safety incident happens frequently, the public awareness of food safety have risen sharply. The overall scale of China’s food production enterprise is small, high proportion in simple processing type, not to reach the economies of scale, short of economies of scale, Especially in the remote and underdeveloped areas, the vast majority of enterprises for the low level of management, the processing equipment backward, weak health assurance ability of family workshops, seriously affected the food sanitation standards. So, the remote and underdeveloped areas at the grass-roots level regulation are the foundation of food safety regulation. This paper takes Fugou County food production and processing enterprises as an example, through field survey, interviews and conferences and other forms, mainly around the basic situation of food production and processing enterprises as well as the supervision of the supervision department, analyze and summarize all suggestions, forming rich in content, with some reference value research results. The first part details the background and significance of the research, and the relevant literature, the establishment of the survey scheme, provides basic preparations for the subsequent investigation. The second part surveys basic situation of food production and processing enterprises, as well as the regulatory supervision measures, effective supervision, problems. The third part according to the existing problems in the supervision of the above mentioned, combined with some concrete examples, analyze the reasons. The fourth part combined with work practice, and the cause of the above analysis, put forward the countermeasures and suggestions to improve the supervision of food safety at the grass-roots level.
