Food is the basis of human survival and development.Food safety is related to national economy and the people's livelihood.In modern society,people are increasingly concerned about the source and safety of food.In recent years,the domestic food safety events emerge in an endless stream,affecting both the order and people's normal eating habits,damaged the physical and mental health of the masses,and challenge the credibility of the government in public heart,exposed the shortcomings of China's food safety regulatory system.From the perspective of food safety accidents occurred in recent years,most have occurred in rural areas,unsafe food apparently transfer to the fringe area,county and the following is the emphasis and difficulty in food safety supervision work.However,at the grassroots level,the supervision departments of food safety have been weak,and the supervision organs are not perfect but the supervision task is heavy.At the same time,the food safety supervision system of the grass-roots government has been in a state of confusion due to the overlapping or disconnection of responsibilities in the food supervision department.The implementation of food safety supervision in the grass-roots government directly affects the situation and quality of the whole food safety supervision work.Study of the current food safety regulatory system at the grass-roots level,to build more reasonable and effective food safety regulatory system at the grass-roots level,can effectively improve the efficiency of supervision,reduce resource waste,ensure the food safety of the masses.After the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China held,introduced the "The state council on reform of local guidance improve food and drug supervision and management system",to perfect the local food and drug supervision and administration system reform began across the country.In D county as an example,this article analyzed the D county's current food safety regulatory system after the institutional reform,and the market supervision and management departments at the grass-roots level in practice the problems were analyzed and summarized,and the feasibility of the corresponding opinions and suggestions are put forward.The article is divided into six parts:the first part is the introduction,which is mainly elaborated from the research background,research significance,domestic research situation and shortage,research ideas and methods,etc.At the same time,it defines food safety related concepts and theoretical basis,mainly introduces food safety supervision,food safety supervision system,The definition of institutional reform,multiple governance theory and the whole government theory;the second part,the historical evolution of China's food safety supervision system,respectively,analysis of the characteristics of the food safety system in each stage.The third part,the status of the D County food safety supervision system,respectively from the D County food safety supervision institutions and functions,personnel,testing agencies construction situation,characteristic work D county's food safety regulatory system is analyzed;the fourth part,the main problems existing in the food safety supervision in D County,pointed out that the main problems existed in the basic food safety were as follows:the implementation of the laws and regulations on food safety supervision was not in place,the tasks of the grass-roots supervision and supervision were heavy and regulatory;the fifth part,the advanced experience of food safety supervision at home and abroad,including the food safety supervision system of the United States,Japan,Taiwan and other developed countries and regions,as well as the domestic regions after the reform of the large part system,is summarized.With the experience of safety supervision,the present situation of food safety supervision system in Guandu District of Kunming City,Wenzhou city of Zhejiang province and Huancui District of Weihai city in Shandong province after the reform of the major system was analyzed respectively,and the experience was summed up;the sixth part,the countermeasures to solve the problem of food safety supervision at the county level,proposed to improve the supervision of food safety.The countermeasures and suggestions on the safety supervision of the basic food are solved in five aspects:the construction of laws and regulations,the enhancement of the ability of local food inspection and testing,the establishment of a "multi synergy" management model,the promotion of the ability of the food supervision and supervision of the grass-roots level,the establishment of a professional food safety supervision team and the
