Finance leases is a new set of financial, trade and leasing as one of the credit, financing and financial dual functions of a way of financing the economic system innovation. Finance leases characterized by controlling the ownership of the lease object, the anti-risk ability, plays a huge role in economic promotion. It is a good development trend so that people are generally optimistic about the prospects for the development of this industry. Financial leasing industry in economically developed countries has become a "sunrise industry", banking, insurance, trust, securities industry and it had become the top five financial pillar industries. It is the second largest after the bank credit financing on the capital markets in developed Western countries.The world’s financial leasing industry practice shows that the level of risk management is a key measure of financial leasing company has the ability to continue as a going concern, the finance lease company management level is ultimately a the leasing project risk management, this paper seeks to build a practical, simple finance lease project risk evaluation model, this study has important practical significance. In the evaluation of a finance lease project risk, it is necessary to create a complete project risk evaluation index system, scientific and reasonable evaluation method, so as to improve the correct rate of the project decision-making, to promote the development of China’s financial leasing industry and the economy.The paper is divided into five parts. The first part is an introduction. Focuses on the research background and significance, domestic and international finance lease trends and research status, elaborated on the basis of the research ideas, methods and structures. The second part is a finance lease theoretical overview. Through the introductory finance lease concept and characteristics, types, functions and finance lease project risk related theoretical knowledge, so that the reader can comprehensive and profound understanding of finance lease means of financing and finance lease project risk. The third part is the leasing project risk evaluation model. First introduced the overall concept and design principles of the model, due to the design of the model is mainly based on the internship experience by the author in the province, a well-known financial leasing companies on the basis of the model is mainly based on some of the characteristics of the leasing project in Anhui Province; then use Delphi method and AHP method combined using MATLAB software eig function, building finance lease project risk evaluation system, on this basis, to develop specific indicators scoring criteria; Based on the above design the leasing project risk evaluation basic expressions. Which model to project risk evaluation also rent ability, companies also rent willingness, leasing project features three fully reflect the project itself, and as the project’s main tenant enterprises, on this basis, a total breakdown of27indicators. The fourth part is the case application. An actual case to test the model is reasonable and scientific. The case is also from the project finance leasing companies in the province has a decision-making, by the operation of the test model of the project of science and rationality. The fifth part is conclusion and outlook. Gives the conclusions of this study and explains the characteristics and shortcomings of the model, and for given a few follow-up studies.
