In the new situation, the state attaches great importance to the scientific and technological innovation talents, training is an important means to improve the quality of personnel, training evaluation is a measure of the quality of training scale, but also to enhance the quality of training and training management level of foothold, but our enterprises, there is still a need to establish a set of requirements to meet the national demand for scientific and technological innovation personnel, reflecting the characteristics of professional and technical personnel,combined with the training of assessment of the lack of information, training and evaluation of the lack of information on the degree of lack of information, hierarchical training effect evaluation system, so that training into a virtuous circle, so as to promote the quality of professional and technical personnel to be further improved, for the establishment of world-class innovative enterprises to lay a good foundation.In this paper, the training effect evaluation model of professional and technical personnel is taken as the research object. Taking the railway industry as an example, the training effect model of professional and technical personnel is studied. Based on the applicability of the evaluation model of various training effects, the evaluation model of the training effect applied to the railway technical personnel is constructed based on the Kirkpatrick four-level model and the adult education theory. The Delphi method is used to determine the index and the analytic hierarchy process to determine the index weight. The paper analyzes the evaluation index system of the training effect by using the fuzzy comprehensive evaluation method. Based on the evaluation model of the training course and the training effect evaluation of the railway professional and technical personnel, personnel training and regulatory requirements and railway training institutions personalized training assessment needs of the railway training effectiveness evaluation system.
