Since70s of last century, tourism of China experiences rapid development, which becomes an important component of people’s economic life and cultural life. But at the same time, tourism in various areas develops off balance and has a lot of problems that need to be addressed. On one hand, some tourism hot spots are packed, and tourism environment quality declines, tourist complaints increase; On the other hand, some tourism cold and warm spot areas have few tourists and tourism is struggling. The imbalanced tourism development pattern results in lack of effective supply of tourism of our country and sharp contradiction between supply and demand. So it is an urgent need to develop new tourism scenic spots to meet the demand of huge tourism market. As collection of national4A scenic spot, national geological park, nation forest park, the four famous mountain of Taoism, national key cultural relics protection unit, although its absolute value of tourism resources is higher, Qiyun Mountain scenic spot is in the shade and its tourism resources can’t be reflected compared with world class scenic spots such as Huangshan, Xidi-Hongcun; Meanwhile Qiyun Mountain is between two world heritages sites and the scenic spot level is relatively lower, to which many tourists have no awareness. The development of Qiyun Mountain is undesirable and Qiyun Mountain is a typical tourism non-optimal location. Actively exploring development path of Qiyun Mountain as tourism non-optimal is a good reference to other mountain scenic areas. So this article carries on the empirical research about Qiyun Mountain from the perspective of tourism location, trying to find a way to fit the development of Qiyun Mountain, to raise fame and recognition of Qiyun Mountain.This paper is divided into five parts. The first part which is introduction mainly discusses the background of the research as well as the objective, meaning, method, the technical route and existing innovation points based on the research status at home and abroad. The second part is theoretical basis and related notion of the research. The theoretical basis includes theory of comparative advantage, theory of absolute advantage, competence theory and the core-periphery theory; the related notion includes location and the location of tourism, non-advantage location and non-advantage location tourism, destination of non-advantage location tourism. The third part focuses on the tourism location of Qiyun Mountain. which acts as destination of non-advantage location tourism, including resource location, traffic location, market location, economic location and cognition location. The fifth part which plays the most important part, proposes measures of promoting the competitive strength of Qiyun Mountain. scenic spot from the aspect of tourism location followed by the analysis of tourism location factor of Qiyun Mountain.The fifth part is conclusion and further possible research. It summarizes the conclusion of this paper as well as shortcoming and further possible research.The innovation of this paper is that it not only analyzes the location factor of Qiyun Mountain. which is landscape and famous scenery of mountainous non-optimal location from the aspect of tourism location, but also proposes measures of future development of Qiyun Mountain. which can provide reference for other similar destination of mountainous tourism location, thus to promote non-optimal location tourism development as well as to change imbalance of the tourism development of China.
