Research On The New Round Of Industrial Structure Upgrading In Northeast China

With the economy entering a new normal state,the economic growth rate of Northeast China has declined,and even negative growth has appeared.The Northeast issue has once again become the focus of scholars’ attention.Economic restructuring and optimization is one of the keywords of the new normal economy,and industrial structure is the focus of economic restructuring and optimization.After the last round of revitalization of Northeast China,the upgrading level of industrial structure in Northeast China has made some progress compared with itself,but compared with the national level,there has been a relatively backward situation.Thus,it is of great practical significance to systematically analyze the evolution,existing problems and causes of the new round of industrial structure upgrading in Northeast China,comprehensively evaluate the level of the new round of industrial structure upgrading in Northeast China,and find out the main influencing factors of the new round of industrial structure upgrading in Northeast China.At the same time,Northeast China is located in the core of Northeast Asia.It is of great strategic significance to study a new round of industrial upgrading in Northeast Asia for maintaining political stability and economic development in Northeast Asia.The main research contents and conclusions are summarized as follows:Chapter I,introduction.This chapter introduces the research background,research significance,literature review,research methods and structural arrangements,and points out the possible innovations and shortcomings of this paper.Chapter 2,the definition and theoretical basis of the new round of industrial structure upgrading in Northeast China.Define the starting time of the new round,define the scope of Northeast China,summarize the concept of industrial structure upgrading,and comb the theory of influencing factors of industrial structure,the basic law of industrial structure evolution,the theory of industrial structure evolution and the theory of industrial structure optimization.Chapter 3,the new round of industrial structure evolution,existing problems and causes in Northeast China.In this chapter,we analyze the evolution and existing problems of the new round of industrial structure in Northeast China from four perspectives: the relationship between the three industries,the first industry,the second industry and the third industry.The causes of the new round of industrial structure in Northeast China mainly include five aspects: firstly,the upgrading of industrial structure is over-dependent on natural resources;secondly,the level of technological innovation is low;thirdly,the cost of precipitation is high;fourthly,the level of human capital is declining;fifthly,the degree of marketization is low.Chapter 4,a new round of evaluation of industrial structure upgrading in Northeast China.This chapter constructs a new round of evaluation index system of industrial structure upgrading in Northeast China,calculates the level of industrial structure upgrading in Northeast China from 1997 to 2016,and compares it with the level of national industrial structure upgrading.The results show that the upgrading level of industrial structure in Northeast China is basically on the rise,but since 2007,the upgrading level of industrial structure in Northeast China has been gradually lower than the national level,and a relatively backward situation has emerged.Chapter 5,the influencing factors of the new round of industrial structure upgrading in Northeast China.This chapter analyses the main influencing factors of the new round of industrial structure upgrading in Northeast China,and demonstrates its influence on the new round of industrial structure upgrading in Northeast China from two aspects of theoretical analysis and empirical analysis.The results show that natural resources restrain a new round of industrial structure upgrading in Northeast China,which has a significant impact;technological innovation,market-oriented degree and population aging can promote a new round of industrial structure upgrading in Northeast China,among which technological innovation has a significant impact.Chapter 6,policy suggestions on accelerating a new round of industrial upgrading in Northeast China.According to the results of empirical analysis in Chapter 5 and the causes of the new round of industrial structure in Northeast China,the following policy suggestions are put forward for speeding up the new round of industrial structure upgrading in Northeast China: firstly,we should reduce the excessive dependence of industrial structure upgrading on natural resources;secondly,we should constantly improve the level of technological innovation;thirdly,we should improve the level of human capital and actively respond to the aging of population;fourthly,to stimulate economic vitality.
