Strategic Emerging Industries Of Chongqing Breeding Strategy Research

After went through the international financial crisis,many countries in the world have been aware that only occupy the absolutely advantages in technology innovation and cultivate new economic growth point, we can grasp the priority of development, therefore, these countries are seeking to promote the new engine of economic growth for the next round.This tendency indicates that the global technology will enter an unknown era of innovation intensive hitherto, the major discoveries and inventions will change the mode of production and the way of life of human, so strategic emerging industry will become the main force to promote world economic development.In2010October, the State Council issued the "The Decision On Accelerating the Fostering and Development of Strategic Emerging Industry ", at the same time, the government of Chongqing has established strategic emerging industry "Twelfth Five-Year Plan" to accelerate the development of strategic emerging industries in Chongqing, who proposes to made great efforts to cultivate10strategic emerging industries including communication equipment, integrated circuits, new energy vehicles, environmental protection equipment, rail transportation, biological medicine, new materials, wind power equipment, light equipment, instrument&meter, to enhance the core competitiveness of industries and economic benefits, to promote the upgrading of the industrial structure, to accelerate the transformation of development mode. Therefore, the city of Chongqing how to rely on its own resources and scientific&technological innovation, to seize this great opportunity for cultivating and developing strategic emerging industries, to achieve endogenous growth, driven by the economic boom, which has become the "12th Five-Year period "the major problems to be solved.This thesis based on the reality need of Chongqing as to cultivating and developing the strategic emerging industries,with the aid of industrial theory, we analyze the feasibility of Chongqing regarding to cultivate strategic emerging industry, then established selection system according to six dimensions including development potential,industry association, comparative advantage, technological innovation, social benefits and the degree of environmental friendly,on the basis of the empirical results, analyze Chongqing strategic emerging industry development obstacles and the dependence paths.At last, we present the application paths of the energy-saving and new energy vehicles, which provide a new idea for Chongqing cultivating emerging industries.According to the research,we draws some conclusion as followings:firstly, accelerating the development of the strategic emerging industry is the currently tendency; secondly, there are rules for cultivating and developing strategic emerging industries; moreover, three is a scientific basis and practical significance for Chongqing to cultivate and develop the energy-saving and new energy automobile industry; finally, cultivating strategic emerging industry need work in with policies, capitals, technology and talents.
