In a new round of technological innovation induced global industrialcompetition, whether developed or developing all eyes are focused on the emergingstrategic industries. Developed countries want with their own strong economicstrength and technological advantages, continue to maintain its leading position;while developing countries want to seize this unique opportunity for development,"corner overtaking " and quickly catch up and even surpass the developed countries.For a time, the development of strategic emerging industries craze sweeping the globe.States are stepping up to carry out related research and planning the deployment, theintroduction of a lot of industrial policy guidance and strategic emerging industrydevelopment incentives. On the other hand, the implementation of the sustainabledevelopment strategy of the international community has called for the gradualtransition from advocacy to action. The United States launched the " Clean EnergySecurity Act," provides that " the implementation of the country from2020onwards,pollutant emission standards will not accept trade sanctions, tariffs, namely ’ carbontariffs ’." Therefore, to promote a green, low-carbon, energy, Pratt&Whitneycharacterized the healthy development of strategic emerging industries of this countryis at a big manufacturing country in the process of industrialization has a specialsignificance. Currently, the strategic emerging industrial park construction in ourcountry can be described in full swing, almost all provinces scale ranging fromindustrial parks, ecological parks, industrial parks. However, construction offanaticism, blind expansion has also brought many problems emerging industries of strategic development. For example, the technical difficulties can not break, poorproduct performance and high price stability, regional prevalence of duplicateconstruction, industrial structural convergence prevalent in the industry, supportingunderdeveloped infrastructure and so on. Makes our strategic emerging industry isstill in its infancy, it has shown a trend of abnormal development. This article isbased on the current status of the development of strategic emerging industries todiscuss, refer to the extensive literature on the basis of the experience and learn fromsome developing countries, combined with economic theory, put forward thecorresponding solutions for specific development issues.This paper is divided into five chapters. The first chapter outlines the researchbackground and significance of the thesis topic, summarizes the research results athome and abroad, specifically the available research methods, and explains the paper,such as innovation and shortcomings.The second chapter, by studying literature review of strategic emerging industriesrelated industries, re-summarizes the meaning of strategic emerging industries and thecharacteristics and development trends and spatial distribution, and extract morecommon across the industry common problems. They are: the shortage of coretechnology; regional structural convergence, industry overcapacity; low productivitysectors, weak to survive on their own.Chapter III, using the principles of economics excavation where the root cause ofproblems, revealing the three reasons, namely: the unreasonable personnel trainingand motivating way; product out of touch with the market demand; governmentfunctions play is not sufficient. Where for personnel training and incentives from theirrationality of innovative R&D personnel and strategic emerging industries skilledworkers start on two aspects. Reason Two products out of touch with the market,discussed both from scientific research and product performance and price. Threereasons not fully play the functions of the government, presented the government’s decision-making, coordination and support, lack of regulatory functions performedfour aspects.The fourth chapter examines the emerging industries of strategic policy system theUnited States, European Union, Japan, the developed countries and summarizes thecountry should summarize the lessons.The fifth chapter, according to the third part of the analysis proceeds reasons,combined with the fourth part of the development experience of foreign countries,puts forward measures to address three common problems. First, improve personneltraining and incentive systems. Specifically from the following three aspectsbreakthrough: strengthening international academic exchange and cooperation, talentincentive to improve the effectiveness of the system, strengthen patent and copyrightprotection. Second, actively cultivate the market demand. Specific measures toincrease government procurement and advocacy efforts and the gradualimplementation of consumer subsidies. Finally, for the performance of governmentfunctions is also given a four-point proposal. Namely, scientific planning,co-ordination, for the support and strengthen the order.
