Since 2010,after the rapid development of China's strategic emerging industries,its economic status has risen rapidly and has gradually become the main force of economic development.In the new era,the realization of innovation-driven development,construction of an innovation-oriented country and technological innovation in the coordinated development of the industrial system are important strategic support for the 19 th National Congress to implement new concepts and build a modern economic system.Strategic emerging industries as the main representatives of the leading technology and industry to achieve low carbon cycle development in the future,can deeply integrate five development concepts in the development process of strategic emerging industries,realize strategic cross-organizational collaborative innovation in strategic emerging industries to promote the optimal integration of innovative resources,efficient transformation of scientific and technological achievements,promote the transformation of China's economic growth,and accelerate the development of China's economy to high quality are also important hot issue for all sectors of society.With the rapid development of science and technology,technological innovation has accelerated the convergence of new trends,and the development of scientific research to depth and cross-border collaborative innovation has become increasingly apparent.From a technical perspective,new material technologies,biotechnology and other industries technology has almost fully penetrated into all areas of strategic emerging industries.However,due to the obstruction of ideas and institutional obstacles,the participation of different innovative actors is not active,the resources for innovation are too scattered and the level of openness is low,the industrialization process of scientific research results cannot effectively meet market demands,and existing innovation resources cannot be implemented optimize integration.Therefore,it is necessary to study the collaborative innovation of strategic emerging industries from an academic perspective.This article takes Chongqing as a research area and 2011-2015 as a research period to conduct research on the collaborative innovation of strategic emerging industries in Chongqing,measure the collaborative innovation capability,and reveal important factors affecting the ability of collaborative innovation.The establishment of a collaborative innovation model aims to further improve the collaborative innovation capabilities of strategic emerging industries in Chongqing,and provide reference for the collaborative and innovative development of strategic emerging industries.By adopting an induction method from special to general,we can provide reference for the coordinated and sustainable development of China's strategic emerging industries.Based on the theoretical results of the development of strategic emerging industries,collaborative innovation at home and abroad,and collaborative innovation in strategic emerging industries,this paper has launched a study on the collaborative innovation capabilities of strategic emerging industries in Chongqing.Firstly,a descriptive statistical analysis of the development of strategic emerging industries in Chongqing was conducted.the use of gray correlation to measure the degree of industrial collaboration,the use of composite system collaboration model to measure the ability of collaborative innovation.Secondly,based on the improved Cobb-Douglas production function,an empirical analysis was made of the influencing factors of the collaborative innovation capability of Chongqing's strategic emerging industries,using the Variance Inflation Factor(VIF)test,the HT panel unit root test,and the fixed quantitative models such as effect model and stepwise regression method were used to test the robustness of multiple collinearity problems,data stationarity,and empirical results of each variable.Finally,taking Chongqing's new materials industry as an example,a strategic emerging industry collaborative innovation model based on the integration of industrial value chains was constructed and the following conclusions were drawn:(1)The strategic emerging industries in Chongqing account for a relatively low proportion of strategic emerging industries across the country,a large gap from other regions,and weak industrial innovation capabilities.During the period from 2011 to 2015,although the strength of strategic emerging industries in Chongqing has obviously increased and their economic status has been rising,the technological foundation is still weak compared with the advanced developed regions in the east.Many industries are still at the low end of the value chain,and technological innovation The capacity still needs to be improved.(2)The degree of synergy among the seven strategic emerging industries in Chongqing is mostly at a mature stage.Among them,the new material industry has a relatively high degree of synergy and maturity with other industries,and has the highest degree of synergistic development with the biopharmaceutical industry(0.7951).It is also strongly associated with the development of the optoelectronic integration industry and the environmental protection industry.The development maturity is respectively 0.7546 and 0.5732,indicating that the new material industry has effectively promoted the common development between itself and other industries through the synergy effect.The electronic information industry and the new energy industry have formed a good interactive relationship,but the degree of synergy with other industries is still relatively low,the highest degree of synergy is only 0.5737.The synergistic maturity of high-end equipment manufacturing and six other industries is the lowest among the seven industries,with the highest synergistic industry(electronic information industry)only 0.3539.(3)During the period of 2012-2015,all seven strategic emerging industries in Chongqing were in a coordinated state,but the capacity for collaborative innovation was low(the synergy degree of innovation did not exceed 0.07).From the perspective of stability,cooperation between industries in collaborative innovation is less stable,especially in the collaborative innovation capabilities of the biopharmaceutical and optoelectronic integration industry.From a time-sequential perspective,the collaborative innovation capabilities of strategic emerging industries have increased during the study period.Only the collaborative innovation capability of the optical-mechanical-mechanical integration industry fell to the lowest value in the study period in 2015;however,the process of collaborative innovation is still slow.Most of the strategic emerging industries have slower growth in collaborative innovation capabilities,especially the growth of high-end equipment manufacturing and environmental protection industries is the slowest,and the process of collaboration between the electronic information industry and the new energy industry is relatively fast.(4)The factors influencing the collaborative innovation capability of strategic emerging industries in Chongqing are comprehensive and positive and negative.Among them,the impact of R&D investment on strategic emerging industries' collaborative innovation capability is nonlinear and has a U-shaped curve,which shows that its high level of R&D investment has a positive and positive effect,and low-level R&D investment has a negative impact;Support,market demand,and collaborative innovation cooperation between enterprises and institutions of higher learning,research institutes,research institutions,etc.all have a positive impact on the ability of strategic emerging industries to cooperate in innovation;and the level of opening to the outside world presents a capability for collaborative innovation in strategic emerging industries.The negative influence has not yet been exerted on the positive role of the industry's collaborative innovation capability.(5)Based o affecting the ability of strategic emerging industries in Chongqing to develop collaborative innovation capabilities,based on the current low level of collaborative innovation capabilities of Chongqing's strategic emerging industries and problems still existing.By combing industrial collaborative innovation model evolution,basic elements and mechanism of action,summing up Chongqing's existing strategic emerging industries collaborative innovation model,and took the new materials industry as an example,concretely constructed a strategic emerging industry collaborative innovation model based on industrial value chain integration.The model fully considers the principle of systematization,the principle of value optimization,the principle of multi-dimensionality,and the principle of marketization,and combines the various links of the industrial chain,the various subjects of collaborative innovation,and the main influencing factors.The start-up phase includes the technical needs,government support,property rights protection,and capital investment brought about by market demand and creative customization.It provides policy guarantees and financial support for upstream strategic cooperation and technological R&D.The upstream stage of technology R&D and design lays the foundation for production and technical support for the midstream product production.The creation and promotion of product brands in the midstream stage,the maintenance of intellectual property rights,and the application for technical patents are to further increase the added value of products for the new materials industry and realize the industrial value-added.The feedback on the after-sales service and market information in the downstream stage It is to provide market demand for the further development of R&D,and then form a cyclical,organic industrial value chain as a whole.Through the value-added creation of the industrial value of each link,it aims to further enhance the collaborative innovation capability of the new material industry and the entire strategic emerging industries in Chongqing.Through the above studies,this paper starts from the aspects of collaborative innovation and development environment,industry linkage mechanism,collaborative innovation support system,and collaborative innovation model,and proposes specific countermeasures and suggestions to promote the collaborative innovation capability of strategic emerging industries in Chongqing.Provide experience for the promotion of scientific and technological innovation and coordinated development of the industrial system.
