Dynamic Evaluation Of Regional Strategic Emerging Industry Development Potential

The traditional way of economic development has brought tremendous pressure on the global resources and environment,and it is also very weak when dealing with external shocks.Faced with the impact of the resource environment and the economic crisis,some major countries in the world are striving to find new economic growth points.Emerging industries with low carbon environmental protection and knowledge and technology intensive characteristics have begun to be taken seriously by all countries.The development of strategic emerging industries can bring about a certain degree of sustained growth of China's economy,which is of great significance to China's adjustment of economic structure and the promotion of modernization.In 2010,the seven strategic emerging industries were identified in the State Council's executive work conference,and it is proposed that China's high-end equipment manufacturing industry,the new generation of information technology industry,energy conservation and environmental protection industry,bio-industry,new energy,and new The ability and development level of industrial innovation such as energy vehicles has been promoted to the forefront of the world,and plays an important role in China's overall economic development,which plays an effective role in promoting China's national economic development.This paper mainly uses the combination of theoretical research and empirical research.Through the evaluation of the development potential of new energy electric vehicles in 31 provinces and cities nationwide,it reveals the development status of new energy electric vehicle industry in various regions of China.In the empirical study,the sample selected the government's financial level in 31 provinces and cities,the input level of R&D personnel,the number of charging piles,the input level of research funding,and the total population.The entropy method and distance comprehensive evaluation method are used to evaluate the development potential of new energy automobile industry in each region in 2012 and 2016.Based on the empirical results,the reasons for the differential performance of the development potential of new energy automobile industry in each region are analyzed and relevant suggestions are put forward.The conclusions of this paper are as follows:(1)From the rankings of the eastern,central and western regions,the development potential of new energy vehicles in the eastern region is the largest,mainly due to the ability of scientific research and innovation,in the provinces with Top 10 potential development potential.The eastern region accounts for 70%,the central region accounts for 10%,and the western region accounts for 20%.(2)The eastern and western regions have greater government policy support.According to the results of empirical analysis in 2012 and 2016,the top 10 provinces in terms of government policy support are located in the eastern and western regions.(3)The development potential of the eastern region of the new energy automobile industry is relatively stable.The growth rate of the central region is growing rapidly: in 2016,more than 85% of the provinces in the central region increased their rankings compared to 2012;(4)the initial stage of new energy vehicles There is a small market demand across the country.According to the empirical research results of this paper,we made targeted suggestions:(1)The government's balanced policy support is conducive to the balanced development of the new energy auto industry: According to foreign experience,the government's support and subsidies are large-scale new energy vehicles.An important reason for entering the market.The eastern,central and western regions cannot achieve balanced development in terms of government support.The development level of the central region is obviously lagging behind the developed regions in the east and the remote areas in the west with more policy support;(2)low market demand,stimulating market demand can promote new The overall development of energy vehicles: the market needs to work together in multiple departments.In particular,government departments need to play an important role in policy.Adding new energy vehicles to the procurement of official vehicles can increase the public's recognition of new energy vehicles and benefit new energy.Emerging industries
