Along with the swift development of Chinese economy, Chinese city scale isextended rapidly. The study of Resource-dependent cities has received widespreadattention especially. A lot of scholars have devoted to solve the problems between theurban development and unsustainable ecological environment. The direction of urbandevelopment is testing the wisdom of human beings under the basis of resourcesirrefragable. Taking Wu’ an, a typical mining resources-dependent city in HebeiProvince as a case study. This paper studied the land use change and the ecologicaleffect of the city on application of the theory of LCA, and then analyzed land usecharacteristics, evolution process and its ecological effect, and the optimal allocationof land resources for the future are proposed.This paper mainly stated the following aspects through using the method ofliterature comprehensive analysis, qualitative and quantitative analysis and with theassistant of GIS, transfer matrix and lifecycle model:(1) Considering the land use change from2005to2011, the land use presentsituation and characteristics from time and space are analyzed.(2) Introduced life cycle theory of cities and land use. And based on the previousstudies, established a life cycle model of land use change in this paper, and thendefined the goal, influence index and the research scope of the model. And gived thecalculation method of the total ecological effect of land use.(3) Calculated and graded the ecological effect of land use separately from twodimensions of municipal and township. On this basis, evaluated the ecological effectof the third round of land use planning in Wu’ an city and interpret the results.Sensitivity analyses of the ecological effect are conducted to further expound therelationship between land use and its ecological effect.Studies have shown that the major land covers in Wu’ an city were cultivatedland, garden land, and forest land. And the level of land exploitation and utilization islow because of the large portion of unutilized land. From2005to2011, there were only a small percentage of land covers net area changed. However, the spatial patternof land use change is bigger, and most for spatial location transfer. The life cyclemodel of land use is based on the traditional ecological environment evaluation, usingits indicators as the core part to establish the target layer, which can effectively reflectthe ecological effect. It presents negative effects on the environment according to thesimulating results.The second industry value accounted for a large proportion of the GDP in Wu’ ancity with steel, coking and building materials as its leading industries. The resourceswill dry up and the city will decay in the meantime without a planning of landutilization and resource development. In the future, measures must be taken to use theland resource more intensively and gradually form a reasonable industrial structureand sustainable land use patterns.
