Government Supervision Of Food Safety Research

Food is one of the necessities in the life， food safety is not only directly relatedto people’s health， but also to the social harmony and stability. However， there aremany food safety problems in our country，which not only make people suspicious offood security， but also leads to question about government regulation and reduce thegovernment’s credibility. Strengthening the government supervision of food safetyplays an important role in the ensuring food safety， restoring confidence in thesecurity of food and helping the food industry develop healthy and orderly.The article’s research method is literature retrieval and examples. The writingroute to finish this paper is to select the theory research， case analysis of theproblems and solutions. Based on the public goods theory， market failure theory ofgovernment intervention and government process reengineering theory， the paperanalyze China’s food whole process， from production source to suppliers，distributors， and finally to the consumer’s table. Taking "Shuanghui clenbuterolevent" as an example， through the analysis we found the problems of ourgovernment food Safety Supervision： local government has serious localprotectionism; government credibility is questioned; local government neglects itsduty and lacks supervision; China’s food safety supervision system is not perfect;piecewise legislation， lack of systematic legislative system and detailed rules for theimplementation; legal provisions are too general; Market access system is notstandard; the main intergovernmental responsibilities are not clear; problem detectionsystem is not perfect and the weak risk management mechanism of food safety inChina. The main reasons for these problems are： the law of food safety in China hasloopholes; the government department lacks of effective incentive mechanism;China’s food safety supervision system is not complete and lacks effectivemanagement of food supply chain. Finally， put forward to policy measures tostrengthen government regulation of food safety. The author thinks that our countryshould improve the legal and standard system of Chinese existing food safety;construct cooperation mechanism for food safety supervision department of ourcountry; improve the construction of food monitoring system in China; implementdiverse participation mechanism of food safety supervision; meanwhile， improve thesupply chain management of our food products.
