Tourism has become one of the pillar industries of China’seconomic development, and the tourism output accounted for GDPof many provinces, cities and regions is rising. People’s awarenessof environmental protection is increasing gradually, and in thetransformation period of resource-based economy, tourism is moreto be valued, especially in the north area of our country, which hasthe shortage of water resources. Water is the lifeline of industry.Therefore, a number of water control projects were constructed inthe Yellow River valley, and with the construction of these projects,a fundamental change is happened in the ecological environmentaround the projects, making the past single hydraulic engineering tobe the tourist resorts that have attracted many visitors. In recentyears, the agriculture of our country has a bumper harvest of grainfor nine years consecutively, and the process of city is acceleratingconstantly. People’s increasingly discretionary funds havepromoted the people’s requirements of back-to-nature, especiallythe great increase of tourism demand such as increasingknowledge, broadening horizons, cultivating sentiment, having aleisure vacation, curiosity and exploration, which also haspromoted the rapid development of the tourism industry. Accordingto this situation, our country has approved518national water conservancy projects as a national tourist open spots, and SanShenggong water conservancy project is one of them.San Shenggong water conservancy project is located in theYellow River bend of Yin mountain and Helan mountain’s junction,the most western of Hetao Plain which is in the north of KubuqiDesert, that is one of China’s severe sandstorm areas in the end ofsoutheast monsoon. This project plays a very important role in theagricultural development and industrial water supply of the HetaoPlain. After50years of water conservation, ecological environmentaround the project also changes a lot. Therefore, the SanShenggong water conservancy project is approved to the AAANational Scenic Area in2008. But after some years’ tourismdevelopment, many problems still exist, such as, the scenicproducts are not standardized, tourism products are monotonous,scenic spots haven’t played a fully ecological function, etc. In viewof these problems of scenic spot, this paper has made somein-depth investigations and studies to this scenic spot, andsummarized the survey results finally.The main contents of this paper:1, analysis of the developmentcondition of San Shenggong Water Conservancy Scenic Area,including the systems analysis of natural geographical conditionsand resource endowment in scenic spot;2, making a design to thetheme, image positioning and tourism products of tourismdevelopment in scenic spot;2, topic, to develop tourism areas;3,putting forward some feasible measures of tourism development insome scenic spots through the front analysis, wishing to havecertain reference significance on future tourism development in scenic spots. This paper draws the following conclusions mainly:1,doing a systematic survey of resources and developing environmentof San Shenggong water conservancy scenic area, and making theappraisal to it, then, summarizing the characteristics of resourcesand environment of the scenic spot.2, using the SWOT analysismethod to analyze the development of San Shenggong WaterConservancy Scenic Area tourism to conclude that the tourismdevelopment prospect of scenic spot is considerable.3, proposingthe tourism development principle, development stage and thetheme and the direction, and also presenting the development stageof scenic tourist market.4, summing up the concrete measures todevelop scenic tourism.
