Study On The Structure Of Fiscal Social Security Expenditure Of Shandong Province

Social security is the "safety net" of people, the "stabilizer" of social operation and the "regulator" for income distribution. It has an important role in allocating resources, promoting social equity and protecting the stability of the nation. After a long time effort, especially in the period of "the Twelfth Five- Year Development Plan", Social Security System in C hina has made great progress. More social security programs have been set up and social insurance,social relief and philanthropy are developing smoothly. Fiscal expenditure is the material basis of the rapid development of the social security. The allocation of financial funds affects not only the security level, but also the structure of social security expenditure. As the country’s economic province and populous province, the development of social security of Shandong Province has affected the construction of the area of the people’s livelihood. The lack of Fiscal Social Security Expenditure is a common problem, and the structure of Fiscal Social Security Expenditure is irrational. Unreasonable expenditure among the items and slower growth have been exposed. To some extent, all the problems restrict the construction of Shandong Province’s Social Security. So, this paper studies the structure of Fiscal Social Security Expenditure in S handong Province.Based on the results of previous studies, this paper explains the basic concepts of Fiscal Social Security Expenditure and it’s structure. It also explains the theoretical basis of Fiscal Social Security Expenditure, then, it describes the factors which affect the structure of Fiscal Social Security Expenditure in theories and using OLS to examine the influence of the quantifiable indicators on the structure of Fiscal Social Security Expenditure. The paper has a comprehensive analysis of the structure of Fiscal Social Security Expenditure of Shandong Province. It analyzes the problems of Shandong Province ’s structure of Fiscal Social Security Expenditure basing on the empirical results: social security benefits expenses need more, social assistance spending is inadequate and so on. It also gives the reasons from limited financial resources, population structure of Shandong, less financial power and the lack of effective management mechanism. On this basis, the paper puts forward the principles and measures to improve the structure of Fiscal Social Security of Shandong Province: to increase financial support for the poor and rural social security, to increase fiscal expenditure in employment and create employment platform, to establish a sound financial management system of Social Security Expenditure and so on. All the methods aims at increasing financial support for social security and at the same time, optimizing the structure. This paper’s conclusion provides a reference for optimizing the structure, arranging financial funds reasonably and promoting the healthy deve lopment of the province’s social security system.
